Service provider at the airport​ in Vietnam must prepare an environmental impact assessment report

On December 25, 2012, the Ministry of Transport issued Circular 53/2012/TT-BGTVT stipulating regulations on the management of planning, investment in the construction of hydropower projects, and the operation and exploitation of hydropower facilities, on environmental protection in civil aviation in Vietnam

According to Article 20 of Circular 53/2012/TT-BGTVT, every airport operator, aircraft operator, business establishment and service provider at the airport shall prepare and manage its environmental protection-related records, including:

- Noise certificates and environmental protection measures, procedures and plans as stipulated herein;

- Approved environmental impact assessment reports, commitments to environment protection, general and detailed environmental protection proposals.

- Licenses to explore extract and use groundwater (if any);

- Permits to discharge wastewater into water bodies (if any);

- Documents certifying that environmental protection measures have been taken during operation of construction works as stipulated in laws on environmental protection (if any);

- Decisions defining the functions and responsibilities of entities in charge of environmental protection;

- Contracts for collection, transport, recycling and treatment of solid wastes, hazardous wastes and liquid wastes;

- Periodic environment monitoring results according to the approved environmental impact assessment reports, commitments to environment protection, general and detailed environmental protection proposals and other monitoring results required by laws;

- Environmental protection inspection results by competent authorities (if any).

Note: The environmental protection dossier is the basis for airport operators, aircraft operators, and production, business, and service provision facilities at airports to evaluate the results of environmental protection work that has been accomplished and serves as a basis for relevant state management agencies to inspect and supervise the implementation of environmental protection laws at the unit.
