Service life of railway transport vehicles

May 12, 2018, the Government of Vietnam issued Decree 65/2018/ND-CP detailing the implementation of certain provisions of the Railway Law. Notably, the regulations concerning the service life of railway vehicles are specified as follows:

Service Life of Railway Transportation Vehicles

- For locomotives and passenger wagons operating on the mainline of national railways, specialized railways, and urban railways: Not exceeding 40 years.- For freight wagons operating on the mainline of national railways and specialized railways: Not exceeding 45 years.

The regulations on the service life of railway transportation vehicles outlined above do not apply to: rescue and disaster relief operations; shunting operations within stations, ports, depots, and within factory premises; transfer between stations and depots; steam locomotives hauling tourist trains, and specialized vehicles moving on railways.

- For imported used railway transportation vehicles: Only used vehicles not exceeding 10 years for passenger wagons, locomotives, and urban railway wagons, and not exceeding 15 years for freight wagons, are allowed to be imported.

The service life of railway transportation vehicles is calculated from the date the newly manufactured vehicle is issued a quality, technical safety, and environmental protection certificate by the inspection organization or a quality certificate by the manufacturer.

Implementation Timeline for the Service Life of Railway Transportation Vehicles

- Vehicles that reach the end of their service life before December 31, 2018: Permitted to operate until December 31, 2020.- Vehicles that reach the end of their service life from January 1, 2019, to before December 31, 2019: Permitted to operate until December 31, 2021.- Vehicles that reach the end of their service life from January 1, 2020, to before December 31, 2020: Permitted to operate until December 31, 2022.- Vehicles that reach the end of their service life from January 1, 2023: Not allowed to extend their operating time.

Decree 65/2018/ND-CP takes effect from July 01, 2018.
