Seniority Allowance Beyond the Frame from the State Budget

Circular 07/2017/TT-BNV was issued by the Ministry of Home Affairs on October 10, 2017, to specifically regulate the seniority allowance beyond the framework from the state budget.

Circular 07 stipulates allowances for individuals ranked in cryptographic technical specialization as follows:

- For individuals ranked in cryptographic technical specialization, if they have held the final salary tier in their current group of titles for 36 months and meet the criteria for receiving a seniority allowance beyond the scale as per the regular salary increase standards, they will be considered for a seniority allowance beyond the scale calculated at 5% of the salary of the final tier in their current group of titles. From the fourth year onwards, each year (full 12 months) that meets the conditions and standards for receiving a seniority allowance beyond the scale will be calculated for an additional 1%.

- Regulations on cases that count or do not count towards the time for consideration of seniority allowances beyond the scale; extending the period for considering the seniority allowance beyond the scale; recalculating policies for seniority allowances beyond the scale in cases of wrongful suspension, temporary detention, disciplinary action; and the payment method for seniority allowances beyond the scale for individuals ranked in cryptographic technical specialization are implemented similarly to officials and public employees from type A0 and above.

- The decision to grant seniority allowance beyond the scale for individuals ranked in senior cryptographic technical specialization under the payroll of the Cryptographic Department of the Government of Vietnam is decided by the Minister of National Defense based on the recommendation of the Head of the Cryptographic Department of the Government of Vietnam. Other cases are handled according to the current decentralization.

Additionally, the allowances for officials and public employees working in cryptographic organizations are regulated in Circular 07 as follows: public officials and public employees working in cryptographic organizations subject to salary ranking according to the grades and steps of officials and public employees shall implement the seniority allowance policies beyond the scale as stipulated in Circular 04/2005/TT-BNV.
