Circular 06/2017/TT-BTP was issued by the Ministry of Justice on May 16, 2017, to provide guidance on the selection of asset auction organizations for apprenticeship in auctioneering.
Circular 06 stipulates that individuals who hold a certificate of graduation from auctioneer training, or those exempt from auctioneer training, must choose an asset auction organization to conduct their auctioneer apprenticeship. The asset auction organization will assign an auctioneer within their organization to guide the apprentice. At any given time, an auctioneer may not guide more than two apprentices. The asset auction organization may not refuse to accept an apprentice except for valid reasons.
Within 07 working days from the date of accepting an apprentice, the asset auction organization must notify in writing to the Department of Justice where the auction organization is headquartered about the acceptance of the apprentice and the guiding auctioneer.
Note that individuals who fall under the category of those not eligible to be granted the Auctioneer Practice Certificate are not permitted to undergo the auctioneer apprenticeship.
Within 03 working days from the date of receiving the written notification from the asset auction organization that accepted the apprentice, the Department of Justice will record the apprentice's name in the list of auctioneer apprentices and post this list on the Department of Justice's electronic information portal.
