Selection of Organizations and Individuals to Perform National Level S&T Tasks

According to Circular 08, the selection and direct assignment of organizations and individuals to carry out national-level science and technology tasks must adhere to the following principles:

- Ensuring transparency, fairness, and openness; the selection and direct assignment results must be publicly announced on electronic information portals or other mass media;- Application dossiers for participation in the selection and direct assignment are evaluated through the activities of the Science and Technology Advisory Council (referred to as the Selection and Direct Assignment Council) established by ministries, central authorities, provincial and city People's Committees under the central government, and other state agencies entrusted with management (hereinafter referred to as ministries, central authorities, and local authorities).- The evaluation is conducted through a scoring method according to specific criteria groups stipulated in Article 12 of Circular 08;- The heads of ministries, central authorities, and local authorities decide on the selection of organizations and individuals to carry out science and technology tasks based on the advisory opinions of the Selection and Direct Assignment Council and are responsible for their decisions. In necessary cases, the heads of ministries, central authorities, and local authorities have the right to seek opinions from independent consulting experts before making a decision.

Selection Principles

- Meeting the general principles stipulated in the general principles;- Selection is applied to national-level tasks with many organizations and individuals capable of participating;- The list of national-level tasks, conditions, and procedures for participating in the selection is publicly announced on the electronic information portals of ministries, central authorities, and local authorities or other mass media within 60 days for organizations and individuals to prepare application dossiers for selection.

Direct Assignment Principles

Circular 08 specifies: National-level science and technology tasks are directly assigned when meeting general principles and meeting one of the cases regulated in Clause 1, Article 30 of the Law on Science and Technology.
