Article 11 of Circular 05/2015/TT-BKHCN specifically regulates the organization of selection, direct assignment of organizations and individuals to implement the Program's tasks as follows:

- The selection, direct assignment of organizations, and individuals to implement the Program's tasks are carried out according to the regulations in Circular 10/2014/TT-BKHCN and the guidance documents for implementing the respective national-level science and technology programs.- The Program Management Unit presides, cooperates with the Executive Board to review the registration dossiers for the selection, direct assignment of organizations, and individuals to implement the Program's tasks, submits them to the presiding Ministry for the establishment of the Advisory Council for selection, direct assignment of organizations, and individuals to implement the Program's tasks (hereinafter abbreviated as the Selection, Direct Assignment Council).- The Program Management Unit presides, cooperates with the Executive Board to organize meetings of the Selection, Direct Assignment Council according to the regulations in Circular 10/2014/TT-BKHCN.- The evaluation of the dossiers for selection, direct assignment of organizations, and individuals to implement the Program's tasks is carried out according to the specific regulations in the guidance documents for managing national-level science and technology programs.- Based on the conclusions of the Advisory Council for selection, direct assignment, the cost verification team, independent consultants (if any), and the proposal of the Program Management Unit, the presiding Ministry announces and guides the organizations and individuals to complete the explanation of scientific and technological tasks and prepare the dossiers to submit to the presiding Ministry.- The presiding Ministry consolidates and sends it to the Ministry of Science and Technology for consideration and verification of the necessity, objectives of task implementation, task approval process, and funding. The Ministry of Science and Technology is responsible for sending written verification opinions for the presiding Ministry to consider and approve the content and funding for task implementation.- Based on the verification opinions of the Ministry of Science and Technology, the presiding Ministry approves the content and funding of the tasks under the Program except for the Programs assigned by the Prime Minister to the Ministry of Science and Technology for approval.
