In the work of fire prevention and fighting in the new situation, what tasks has the Prime Minister set? - Huu Quy (Da Nang)

On January 3, 2023, the Prime Minister issued Directive 01/CT-TTg on strengthening fire prevention and fighting in the new situation. Thereby, a number of tasks are set, for example:

1. Strict implementation of the issuance of certificates of satisfaction of security and order conditions in Vietnam

Specifically, request the Ministry of Public Security to strictly implement the issuance of certificates of satisfaction of security and order conditions to investment and business establishments in industries and occupations with security and order conditions;

Revoke old certificates, do not issue new certificates of security and order eligibility for establishments that do not meet fire safety conditions (implemented from 2023 and following years).

2. Proposal to amend the Law on Fire Prevention and Fighting

The Ministry of Public Security presides and coordinates with relevant agencies to research, advise and report to the Government to propose to the National Assembly on amending and supplementing the Law on Fire Prevention and Fighting (report to the Government in the third quarter of 2023). ).

Review legal provisions on penalties for administrative violations in the field of fire prevention and rescue to propose competent authorities to consider, amend and supplement in accordance with the actual situation.

Strengthen inspection and supervision, promptly remind and rectify the leadership, direction and organization of fire prevention and rescue work at ministries, branches and localities; Report to the Prime Minister to consider the responsibilities of leaders of ministries, branches and localities who lack responsibility in direction, management and administration, leading to fires and explosions causing serious consequences.

3. Strict handling of criminal acts in fire prevention and fighting in Vietnam

All fires must be verified and the cause clarified; Based on the nature and extent of strict handling of responsibilities of collectives and individuals violating the law on fire prevention and fighting; criminal prosecution if all elements constitute a crime.

Organize to learn from the experience of the fire, propose to competent authorities and local authorities to overcome loopholes and shortcomings in state management of fire prevention and rescue (to be implemented from 2023 and following years) .

In addition, research and report to the Government on the Project to increase investment resources for the Fire Prevention and Rescue Police force, rnsure investment in equipping at least 01 set of specialized personal protective equipment for officers and soldiers of the Fire and Rescue Police who directly fight and a number of vehicles, fire-fighting and industrial equipment for high-rise buildings, underground works, forests, chemical production, storage and use facilities, and industrial equipment on land, sea and air...

Strengthen training and coaching for officers and soldiers to ensure professionalism and eliteness when participating in handling fires, explosions, incidents, and accidents (implemented from 2023 and following years) .

Direct the Fire Prevention and Rescue Police force to advise the Party Committee and authorities to build models to ensure fire, explosion, and rescue safety in residential areas, households and base areas with high risk of fire and explosion.

Enhance the dissemination of knowledge and training in fire safety, rescue and escape skills for people; strive to have at least 01 person trained in firefighting and rescue skills nationwide by 2023; 100% of people in charge of fire prevention and fighting at establishments under fire prevention management must receive training and professional training on fire prevention and rescue according to the provisions of law. Encourage each household to equip at least 01 fire extinguisher; 100% of establishments under fire prevention and control management must fully ensure fire safety conditions and prepare necessary means to be ready for fire fighting and rescue on-site, right from the facility.

Research and propose the Prime Minister to establish the Fire Prevention and Fighting Safety Fund to attract social resources to support fire prevention and rescue activities in accordance with the State Budget Law and guiding documents. and relevant legal regulations (completed in the first quarter of 2023).

Proactively and decisively deploy solutions to promote the progress of implementation and disbursement of public investment projects assigned by competent authorities as medium-term public investment plans for the period 2021 - 2025,
especially projects related to the Fire and Rescue Police force (implemented from 2023 and following years).

Guidance on spending on rewards and extraordinary support from the Compulsory Fire and Explosion Insurance Fund for collectives and individuals with outstanding achievements in fire prevention and rescue work (completed in the second quarter of 2023)...
