Section 02 Responsibilities of Manufacturing and Importing Companies when Piloting Drug Price Management

Recently, the Ministry of Health has issued Circular 06/2013/TT-BYT guiding the pilot implementation for managing drug prices using the maximum wholesale markup method for all stages applicable to drugs funded by the state budget and health insurance.

According to the provisions of Article 11 of Circular 06/2013/TT-BYT, drug manufacturing and importing establishments participating in the pilot implementation of drug price management using the maximum wholesale markup method for drugs funded by the state budget and health insurance under the list of items applying the pilot must have the following responsibilities:

- Domestic drug manufacturing establishments, establishments outsourcing drug manufacturing domestically, are responsible for the accuracy of the drug production costs they declared to state management agencies according to the provisions in the Pricing Regulations for Assets, Goods, and Services issued with Circular 154/2010/TT-BTC dated October 01, 2010, by the Minister of Finance.- Domestic drug manufacturing establishments, outsourcing drug manufacturing, drug importing establishments, entrusted drug importing establishments are responsible for providing information about CIF prices, production costs, the expected wholesale prices currently in effect for the items applying the pilot that the establishment has declared, re-declared upon request by the Drug Administration, units applying the pilot during the drug procurement bidding process, and are responsible for the accuracy of the information and documents about drug prices provided to units applying the pilot.

Furthermore, Circular 06 also stipulates the pilot application period at medical examination and treatment establishments and the Department of Health in Clause 2, Article 5 of this Circular, which is 01 year from April 01, 2014.
