Circular 15/2017/TT-BGTVT was promulgated by the Ministry of Transport on May 15, 2017, stipulating in detail the scope of assumed perforations on ships carrying dangerous chemicals.
Circular 15 stipulates the scope of hypothetical breaches on vessels carrying dangerous chemicals as follows:
The vessel must remain buoyant when a breach occurs as stated in 1.5 with the flooding assumptions in 1.7 to a degree determined by the type of vessel according to the following standards:
- Type I vessels must remain buoyant when breached at any point along the vessel's entire length;- Type II vessels longer than 150 meters must remain buoyant when breached at any point along the vessel's entire length;- Type II vessels 150 meters or shorter must remain buoyant when breached at any point along the vessel's entire length, except for breaches involving one of the two bulkheads of the engine room located aft;- Type III vessels longer than 225 meters must remain buoyant when breached at any point along the vessel's entire length;- Type III vessels having a length greater than or equal to 125 meters and less than or equal to 225 meters must remain buoyant when breached at any point along the vessel's entire length, except for breaches involving one of the two bulkheads of the engine room located aft;- Type III vessels shorter than 125 meters must remain buoyant when breached at any point along the vessel's entire length, except for breaches involving the engine room located aft. However, the ability to withstand flooding of the engine room must be separately considered by the Registry.
