Decision 847/QD-TTg in 2023 approving the master plan on natural disaster prevention and control and irrigation for the period 2021-2030, with a vision to 2050, issued by the Prime Minister of Vietnam.

On the entire land area and a number of densely populated islands, there are important national defense and security positions (Van Don, Cat Ba, Bach Long Vy, Phu Quy, Ly Son, Phu Quoc, Con Dao), according to socio-economic development regions, river basins, specifically as follows:

(1) Northern midland and mountainous region: including 14 provinces (Lai Chau, Dien Bien, Son La, Hoa Binh, Cao Bang, Lang Son, Bac Giang, Thai Nguyen, Bac Can, Ha Giang, Tuyen Quang, Phu Tho, Lao Cai, Yen Bai) belonging to the upper and middle part of the Red - Thai Binh river basin, the Bang Giang - Ky Cung river basin, and a part of the upper Ma river basin.

(2) Red River Delta region: including 11 provinces and cities (Hanoi, Hai Phong, Hai Duong, Hung Yen, Ninh Binh, Thai Binh, Ha Nam, Nam Dinh, Bac Ninh, Vinh Phuc, and Quang Ninh) downstream of the Red River - Thai Binh basin and independent rivers along the Quang Ninh coast.

(3) North Central Region and Central Coast: 14 provinces and cities (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh) , Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan) in the basins of Ma river, Ca river, Huong river, Vu Gia - Thu Bon, Tra Khuc, Kon - Ha Thanh, coastal rivers from Quang Binh to Binh Thuan, part of the lower part of the Ba and Dong Nai river basins. Divided into 2 sub-regions: North Central and South Central.

(4) Central Highlands: consists of 5 provinces (Gia Lai, Kon Tum, Dak Lak, Dak Nong, Lam Dong) belonging to the Se San and Srepok river basins, the upper part of the Ba river basin and part of the upper part of the Dong Nai River basin.

(5) Southeast region: including 6 provinces and cities (Ho Chi Minh City, Binh Duong, Binh Phuoc, Dong Nai, Ba Ria - Vung Tau, Tay Ninh) mainly in the Dong Nai river basin, Saigon, Ray River basin, and vicinity.

(6) Mekong River Delta: including 13 provinces and cities (Long An, Ben Tre, Tien Giang, Tra Vinh, Vinh Long, Dong Thap, An Giang, Kien Giang, Can Tho, Hau Giang, Soc Trang, Bac Lieu, and Ca Mau), it mostly belongs to the Mekong River basin, a part of the Dong Nai river basin.

(7) Islands: Van Don, Cat Ba, Bach Long Vy, Phu Quy, Ly Son, Phu Quoc, and Con Dao. For the Hoang Sa archipelago, the Truong Sa archipelago, and other small islands, it is studied and implemented in specialized technical and provincial plans.

Perspectives of the master plan for natural disaster prevention and control and irrigation in Vietnam

- Developing irrigation infrastructure, improving water supply and drainage capacity for people's daily lives, agricultural production, and creating water supply sources for daily life, industry, service, and economic sectors on the basis of water availability. Consolidate and build infrastructure for natural disaster prevention and control in order to proactively prevent and combat natural disasters, adapt to climate change, and manage and use resources in a rational, economical, efficient, and sustainable manner.

- Planning for natural disaster prevention and control and irrigation must be unified and synchronized with the national planning system; it must have a long-term, overall vision and orientation, serving as the basis for the elaboration of technical plans specialized in irrigation, natural disaster prevention and control, and provincial planning.

- Planning for natural disaster prevention and control and irrigation in order to solve problems and challenges in irrigation, inter-regional and inter-provincial disaster prevention and control; balance and regulate water sources in the whole country, regions, river basins, irrigation systems; manage and use water sources according to river basins in combination with administrative units.

- Irrigation infrastructure works, natural disaster prevention and control are combined and synchronized with traffic works and other infrastructure works in the direction of serving multiple purposes, ensuring water security, and meeting the requirements of rapid and sustainable development.

- Promoting the application of science and technology, innovation, and digital transformation in planning, construction investment, management, exploitation, and operation of irrigation works, and natural disaster prevention and control. Investing in irrigation infrastructure and natural disaster prevention and control with focus; diversifying investment resources, increasing the proportion of investment resources from socialization.
