Scientific and Technological Information Activities: Which Principles Apply?

Decree 11/2014 stipulates 05 principles of scientific and technological information activities as follows:

- Accurate, objective, comprehensive, prompt, and meeting the requirements of organizations and individuals regarding the quality and quantity of scientific and technological information products and services.- Effective in the exploitation, use, and management of scientific and technological information serving state management, socio-economic development, ensuring national defense and security, and international integration of the country.- Ensuring the rights of organizations and individuals to access scientific and technological information in accordance with the provisions of the law.- Compliance with legal regulations on the confidentiality of scientific and technological information.- Close integration of scientific and technological information activities with library, archival, statistical, and scientific and technological communication operations.

Scientific and technological information activities are scientific and technological service activities, including activities related to the collection, processing, analysis, storage, search, dissemination, use, sharing, and transfer of scientific and technological information, and other related activities. (According to Clause 3, Article 3 of Decree 11/2014/ND-CP)
