Schools and Teachers Are Prohibited from Forcing Students to Purchase Reference Materials in Vietnam

Below is the notable content in Circular 28/2020/TT-BGDDT on the Charter of Primary Schools issued by the Ministry of Education and Training of Vietnam on September 04, 2020.

According to Article 18 of the Regulations promulgated together with the Circular 28/2020/TT-BGDDT, regarding the use of textbooks, teaching equipment, reference materials, and local educational materials in primary schools in Vietnam, following regulations is stipulated:

- Primary schools use textbooks approved by the Minister of Education and Training of Vietnam and selected for use by the provincial People's Committee for the teaching and learning processes in primary schools within the area. Teachers and students use textbooks in teaching and learning activities to achieve the objectives, educational content, and student competencies as prescribed in the general education program for primary education. Primary schools must promptly and fully provide information about the textbooks used in the school to students and their families.

- Teaching equipment used in schools must belong to the list of minimum teaching equipment issued by the Ministry of Education and Training of Vietnam and other teaching equipment as defined by the general education program.

- Schools are to select and equip reference publications for teaching and research activities of teachers as per the regulations of the Ministry of Education and Training of Vietnam, encouraging teachers to use reference publications to enhance education quality.

- Local educational materials are organized and authored by the provincial People's Committee, meeting local needs and characteristics, in line with the objectives and content of the general education program for primary education, and approved by the Minister of Education and Training of Vietnam.

Specifically, this Circular stipulates that no organization or individual may coerce students to purchase reference materials, which means that schools and teachers cannot force students to buy reference materials if they do not wish to.
