Regarding this matter, LawNet would like to answer as follows:

On April 17, 2024, the Prime Minister issued Decision 315/QD-TTg approving the "Scheme to improve the competence of the mediator force at the grassroots level in the period 2024–2030" in Vietnam.

The Scheme states the following objectives:

- General objectives:

To build, consolidate, and improve the competence of the mediator force at the grassroots level to create motivation for innovation, creativity, and increasing effectiveness in mediation work at the grassroots level, meet the requirements of the new phase of society, and contribute practically to the development of the economy, culture, society, and the continued construction and improvement of the socialist rule of law state of Vietnam.

- Specific objectives:

+ Research, amend, and improve mechanisms, policies, and legal regulations on mediation work at the grassroots level.

+ Compile, print, and publish training materials for trainers and mediators at the grassroots level; disseminate legal regulations on mediation work at the grassroots level on the internet to meet practical requirements.

+ Strive for each province, centrally-run city to have at least 01 district-level trainer for every 80 mediation teams at the grassroots level; at least 01 provincial-level trainer for every 100 mediation teams at the grassroots level.

+ 100% of provincial-level and district-level trainers receive training, professional development, and are provided with materials to guide, train, and improve the skills of mediators at the grassroots level.

+ 100% of mediation teams at the grassroots level are strengthened, complete in numbers, and have the required composition as regulated by the Law on Mediation at the grassroots level.

+ At least 10% of mediation teams at the grassroots level receive support on legal expertise from lawyers, legal experts, People's Court judges, People's Procurators, People's public security forces, border guards, officials, public employees working in the legal field, individuals who have been judges, People's Court assessors, prosecutors, legal specialists, and legal investigators.

+ From 80% - 90% of mediators at the grassroots level are trained and equipped with knowledge and skills in mediation work at the grassroots level, according to the Framework Program and Training Materials on Mediation Skills at the grassroots level issued by the Ministry of Justice. For selected communes, wards, and towns that are designated as the guiding points by the central government, the rate is 100%. For newly elected, supplemented, and completed mediator forces at the grassroots level, the rate is 100% within 6 months from the date of recognition.

+ 100% of the mediator force at the grassroots level has access to and uses training materials on knowledge and mediation skills at the grassroots level in appropriate forms to improve their competence and mediation skills.

+ By the end of 2030, the rate of successful mediation nationwide reaches 85% or higher. For selected communes, wards, and towns that are designated as guiding points by the central government, the rate is over 90%.

+ By the end of 2030, each province, centrally-run city will have at least 05% of its commune-level units meeting the requirements of the "typical commune-level mediation model.".

Scope and implementation period of the Scheme:

- Scope of implementation: The scheme is implemented nationwide.

- Implementation period: from 2024 to 2030.

+ Phase 1 (from 2024 to 2026): Implement pilot guidance; train and develop skills for provincial-level trainers, district-level trainers, and mediator forces at the grassroots level; develop instructional materials for mediator forces; and summarize the implementation of the project.

+ Phase 2 (from 2027 to 2030): Train and develop skills for the mediator force at the grassroots level; replicate the "typical commune-level mediation model" nationwide; inspect and review the implementation of the project.
