Scheme on socialization and development of education and training in HCMC, Vietnam 

Ho Chi Minh City People's Committee issued Decision 3776/QD-UBND in 2023 approving the Scheme "Socialization and development of education and training fields in Ho Chi Minh City in the period 2023–2025, vision to 2030".

In particular, the viewpoint of building a Scheme on socialization and the development of education and training in Ho Chi Minh City is as follows:

- Implementing educational socialization to promote the intellectual and material potential of the People, mobilizing the entire society to care for the cause of education, and at the same time creating conditions for the entire society, especially policy beneficiaries and the poor, to enjoy educational achievements at an increasingly high level.

- Promoting the building of a learning society, creating conditions for all members of society to learn throughout their lives, contributing to improving the level of universalization of general education, and creating conditions for improving professional skills, knowledge, and the ability to adapt to the labor market.

- Continuing to improve policies to innovate educational management mechanisms, increase investment resources, and at the same time innovate goals, methods, structures, and investment capital sources; focusing on priority goals, giving incentives to policy beneficiaries, and helping the poor on the basis of innovating the tuition exemption and reduction regime in a public, reasonable, and direct way to beneficiaries.

- Diversifying types of education, strongly developing non-public educational establishments, expanding links and cooperation with foreign countries, and reasonably developing 100% foreign-invested educational establishments. Ownership of non-public educational institutions is determined according to the Civil Code.

- Strengthening inspection activities and checking the implementation of laws; Promote the role of unions, mass organizations, and professional associations in supervising educational socialization activities. Create a development environment—a healthy and fair competition environment according to the law—to promote public and non-public educational institutions to develop in both scale and quality and to build educational institutions that reach advanced levels in the region and the world.

- Socialization of education must ensure quality and effectiveness; ensure the unity of State management, maintain the core role of public schools in the national education system; associated with the socio-economic development needs of regions and localities.

The general goal of the Scheme on socialization and development of education and training in Ho Chi Minh City

1. Mobilize the participation of the entire society in developing the cause of education, building a healthy educational environment, and allowing everyone and every organization to contribute to developing education as well as enjoy the increasingly high achievements of education.

2. Improve the quality of comprehensive education and best promote the potential and creativity of each individual student; love family, love Fatherland, and love fellow citizens; live well and work effectively.

3. Ensure learning opportunities for students under preferential treatment policies, the poor, the disabled, and those with difficult learning conditions.

4. Ensure quality learning requirements according to the diverse needs of the people.

5. Ensure reasonable development of the ratio of public and non-public schools and other types of high-quality schools towards regional and international integration.
