Regarding this matter, LawNet would like to answer as follows:
On March 25, 2024, the Minister of the Ministry of Science and Technology issued Decision 455/QD-BKHCN approving the Scheme for digital transformation in the quality assurance and testing sector until 2025, with a vision towards 2030.
According to the Scheme, the objectives are as follows:
(1) Vision towards 2030
Implement quality measurement standard activities in the digital environment, designed and operated based on digital data and technology platforms, capable of providing higher quality, more optimized, and more efficient services for the enforcement of laws on quality measurement standards nationwide.
Build and improve the digital database system for the quality assurance and testing sector, capable of connecting and synchronizing with the Ministry of Science and Technology, as well as other ministries, sectors, localities, and enterprises. Integrate, connect, and share data on quality measurement standards with national databases and information systems.
Build the digital infrastructure for the quality assurance and testing sector using a combined centralized and decentralized model, unified from central to local levels, synchronized, modern, meeting international integration requirements, and enhancing productivity based on scientific, technological, and innovative foundations.
Some specific targets include:
- 100% of digital data on standards and technical regulations, suitability assessment activities, and measurements is provided and implemented on the digital database system for the quality assurance and testing sector.
- At least 50% of data on quality survey activities is shared through the digital environment and the digital conversion system for quality assurance and testing sector.
- 90% of officials, public employees, and workers in the quality assurance and testing sector are aware of digital transformation thinking based on productivity improvement, system management thinking, and lean management thinking.
- Strive for 90% of citizens and businesses to be satisfied with administrative procedure resolution.
(2) Some specific objectives until 2025
Standardize and simplify administrative procedures in the field of standard measurement quality while ensuring service quality, reducing costs, proactively increasing social labor productivity, and promptly meeting society's needs. Specifically, as follows:
- 100% of internal directing, managing, and governing activities are carried out on a comprehensive management platform, unified in the network environment.
- 100% of document exchanges between units in the system are conducted electronically, digitally signed by specialized digital signatures, except for classified documents and other documents as regulated by law.
- 100% of records are created, stored, and shared electronically according to regulations; 100% of information reporting work is implemented on the information reporting system of quality assurance and testing sector.
- 100% of state agencies in the standard measurement quality field participate in open data and provide open data to serve the development of the digital government, digital economy, and digital society; 100% of public services are integrated and deployed in the electronic environment.
- 100% of digital data on standards and technical regulations is provided and implemented on the digital database system for the quality assurance and testing sector; 50% of digital data on suitability assessment and measurement activities is provided and implemented on the digital database system for the quality assurance and testing sector.
- At least 30% of data on quality survey activities is shared through the digital environment and the digital conversion system for quality assurance and testing sector.
- 50% of officials, civil servants, and workers in the quality assurance and testing sector are trained and enhanced in digital transformation thinking linked to productivity improvement, system management thinking, and lean management thinking.
- Strive for 95% of citizens and businesses to be satisfied with the settlement of administrative procedures.
