On October 18, 2024, the Prime Minister of the Government of Vietnam issued Decision 1219/QD-TTg approving the Scheme "Assistance on information and dissemination regarding national defense, security, ethnicity, and ethnic policies in the Land Border Provinces of Vietnam."

The Prime Minister of the Government of Vietnam approved the Scheme for "Assistance on information and dissemination regarding national defense, security, ethnicity, and ethnic policies in the Land Border Provinces of Vietnam" with the following objectives:

(1) General Objectives

Create a strong shift in the quality and effectiveness of information and propaganda in the land border provinces; contribute to building a comprehensive people's national defense, comprehensive people's security, comprehensive people's border defense, comprehensive people's defense posture, and people's security posture, maintaining the ideological battle front of the Communist Party, strengthening the great national unity bloc, ensuring national defense and security stability, building peaceful, friendly, and development border lines, creating a premise and motivation to promote socio-economic development, improve the people's living standards, firmly protect the Fatherland in the new situation.

(2) Specific Objectives

* Phase 1 (from 2025 to 2027)

- Support the compilation and publication of information and propaganda materials to ensure the work teams of border posts, commune-level police, and military units stationed and tasked in border communes and districts; ensure the provision of materials for at least 40% of reporters and propagandists, prioritizing forces in border communes and districts, key communes on national defense and security.

- Support organizing training courses to enhance knowledge and skills in information and propaganda for at least 40% of reporters and propagandists; prioritize work teams of military units, police, reporters, propagandists in border communes and districts, key communes on national defense and security.

- Support maintaining and enhancing the effectiveness of information and propaganda activities currently being conducted at the grassroots level; prioritize supporting the information and propaganda activities of border posts, commune-level police, military units stationed and tasked in border communes and districts, and key communes on national defense and security.

- Support equipping means and facilities to serve information and propaganda activities of military units, police, and direct information and propaganda forces at grassroots levels in the land border provinces; ensure support for at least 70% of border posts, commune-level police, military units stationed and tasked in border communes and districts, and key communes on national defense and security.

* Phase 2 (from 2028 to 2030)

- Continue to support the compilation and publication of information and propaganda materials to fully ensure the work teams of border posts, commune-level police, military units stationed and tasked in border communes and districts; ensure an increase by 50% in reporters and propagandists, prioritizing forces in border communes and districts, key communes on national defense and security.

- Continue to support organizing training courses to enhance knowledge and skills in information and propaganda, ensure an increase by 50% in reporters and propagandists; prioritize work teams of military units, police, and forces in border communes and districts, key communes on national defense and security.

- Continue to support maintaining and enhancing the effectiveness of information and propaganda activities at grassroots levels; prioritize supporting the information and propaganda activities of border posts, commune-level police, military units stationed and tasked in border communes and districts, and key communes on national defense and security.

- Continue to support equipping means and facilities to serve information and propaganda activities for military units, police, and direct information and propaganda forces at grassroots levels in the land border provinces; ensure an increase by 25% in border posts, commune-level police, military units stationed and tasked in border communes and districts, and key communes on national defense and security.

Decision 1219/QD-TTg which comes into force in Vietnam from October 18, 2024.
