On September 30, 2024, the Ministry of Education and Training of Vietnam released Official Dispatch 5974/BGDDT-QLCL regarding the organization of the national excellent student contests for upper secondary school students in school year 2024-2025.
The national excellent student contests for upper secondary school students in school year 2024-2025 (referred to as the Contest) will be conducted in accordance with the National Outstanding Student Contest Regulations issued with Circular 17/2023/TT-BGDDT dated October 10, 2023, by the Minister of Education and Training (referred to as the Contest Regulations). To organize the Contest effectively, the Ministry of Education and Training of Vietnam (MOET) guides the participating units on several key aspects:
(1) Contest Schedule
- December 25, 2024: Written Contests for Mathematics, Physics, Chemistry, Biology, Literature, History, Geography, English, Russian, French, Chinese, Japanese, and computer programming for Informatics.
- December 26, 2024: Written Contests for Mathematics, Physics, Chemistry, Biology; oral Contests for English, Russian, French, Chinese, Japanese; and computer programming for Informatics.
- Contest paper opening time in the Contest room: 07:50 AM. The Contest start time for each session: 08:00 AM.
(2) Contest Content
According to the General Education Program issued with Circular 32/2018/TT-BGDDT dated December 26, 2018, as amended by Circular 13/2022/TT-BGDDT dated August 03, 2022, for foreign languages: Russian, French, Chinese, Japanese according to the current General Education Program and Official Dispatch 4171/BGDDT-GDTrH dated August 26, 2022, by MOET guiding the implementation of specialized subjects' programs at the high school level.
(3) Contest Paper Transportation and Copying
Contest papers will be transferred through the system of the Government Cipher Committee of Vietnam; the receipt and copying of Contest papers will be conducted following MOET’s guidelines. If reserve Contest papers need to be used, MOET will decide and notify the Contest schedule, providing guidance on the use of the reserve Contest papers.
(4) Use of Information Technology
Participating units will uniformly use the national outstanding student Contest management software provided by MOET (referred to as excellent student contest software); the excellent student contest management software and its usage instructions will be sent to the units before October 30, 2024.
(5) Contest Registration
- Contest Code Regulations: As stipulated in the Appendix attached to this Official Dispatch.
- Before November 12, 2024, Contest boards should submit the number of registered candidates (scanned copy) and data files in Appendix 1 of the excellent student contest software to MOET (via the Quality Control Department).
- Before November 28, 2024: Participating units of amalgamated Contest boards should submit the Contest Registration, Candidate List, and necessary data to the unit where the amalgamated Contest board is located.
- Before November 29, 2024, Contest boards should submit the Candidate List (hard copy) and data files in Appendix 2 of the excellent student contest software to MOET (via the Quality Control Department).
(6) Organization of Contest Boards
- Before December 16, 2024, MOET will notify participating units about the organization of Contest boards and the mobilization of personnel for the Contest boards; priority will be given to arranging proctors for Informatics, Foreign Languages who are currently teaching those subjects.
- Arrangement of candidates in the Contest room according to the conformity of Article 22 of the current Contest Regulations.
- Before December 18, 2024, participating units should submit the list of personnel assigned to the Contest boards, ensuring sufficient quantity, correct components, and meeting all requirements stipulated in Clause 2, Article 8 of the Contest Regulations to the participating units as per MOET’s mobilization.
- 15 days before the Contest date, if the Contest papers, Contest envelopes have not been received, the Contest board's location unit must promptly contact MOET (via the Quality Control Department) to handle it.
- Preparation of electricity supply, Internet connection: The unit where the Contest board is located must adequately prepare backup power sources to ensure sufficient capacity and coverage, and maintain a good backup Internet connection for Contest organization.
