Schedule for payment of pensions and social insurance benefits in January 2023 in HCMC, Vietnam

Official Dispatch 8091/BHXH-KHTC 2022 on the payment schedule of pensions and social insurance benefits in January 2023 was issued by the Ho Chi Minh City Social Insurance on November 29, 2022.

According to Decision 166/QD-BHXH dated January 31, 2019 of Vietnam Social Insurance (BHXH) on promulgating the process of settling social insurance benefits and the payment of social insurance and unemployment insurance benefits, the payment of monthly pension and social insurance allowance starts from the 2nd day of the month in which the payment is organized.

Due to the Lunar New Year holiday in 2023, from December 31, 2022, to the end of January 2, 2023,
Social Insurance (SI) in Ho Chi Minh City is expected to pay pensions and social insurance benefits in January 2023 as follows:

- Payment in cash: starting from January 3, 2023 to January 19, 2023 (expected Lunar New Year holiday in 2023 starts from January 20, 2023).

- Payment via ATM: from January 3, 2023, to January 4, 2023.

It is requested that the Ho Chi Minh City Post Office, Thu Duc City Social Security, and the district social insurance agency notify the beneficiaries during the payment period in December 2022.

Ho Chi Minh City Social Security will notify Vietnam Social Security in writing if its monthly pension and social insurance payment plan for January and February 2023 changes.

Responsibilities of the Post Office in paying monthly pensions and social insurance benefits in Vietnam

The Postal Service's responsibilities in paying social insurance benefits and managing beneficiaries are outlined in Decision 166/QD-BHXH 2019, as follows:

**Provincial Post Office

1. Receipt of list and funding; organization of one-time payment of social insurance benefits in cash according to the list transferred by the social insurance agency; payment of pensions, monthly social insurance benefits, and lump-sum social insurance benefits in cash together with the monthly social insurance regime; beneficiary management; making settlement payments and complying with the reporting regime as prescribed by the Vietnam Social Insurance and the signed contract;

2. The organization shall archive the list of payments through personal accounts, the list of payments in cash, and the money receipt form No. C95-HD signed by the beneficiary and paid by the post office in accordance with regulations and provisions of the law.

Based on the original documents, make and sign digital signatures and send them electronically to the social insurance agency for dossiers and payment documents (forms No. C74a-HD and C74b-HD).

To accept legal responsibility for the accuracy of the electronic version of the final settlement file sent to the social insurance agency, as well as the list of payments and receipts signed by the beneficiary and kept at the post office; to provide at the request of the social insurance agency and the competent authority.

**District Post Office

1. Paying one-time social insurance benefits in cash according to the list transferred by the social insurance agency; paying pensions, monthly social insurance benefits, and lump-sum social insurance benefits in cash together with the monthly social insurance regime; beneficiary management; settling payments with the district social insurance agency; and complying with the reporting regime in accordance with the provisions of the Vietnam Social Insurance and the signed contract.

2. Create a list of 7a-CBH and 7b-CBH, forms of payment sheet C74a-HD and C74b-HD, and transfer to electronic data to make payment and settlement with the district social insurance in accordance with the law on electronic transactions.

3. Receive the notification form No. 5-CBH from the district social insurance agency to transfer to the beneficiary within five working days from the date of receipt of the notice.

4. Before the last working day of the month, make and send an electronic copy of the list of 8-CBHs to the district social insurance agency in the following cases: Wrong payment, overpayment; beneficiary dies; beneficiaries of illegal exit; beneficiary declared missing by the court to the district social insurance agency

Every month, based on the data in the system and the 8-CBH List, the withdrawal decisions sent by the social insurance agency, and the wrongly paid amount, they withdraw and make a list of C75-HD and send it to the district social insurance agency with the amount recovered.
