On September 14, 2018, the Ministry of Natural Resources and Environment issued Circular 08/2018/TT-BTNMT, specifying the methods for sampling to determine the mass ratio and the composition of impurities.
Sampling methods to determine the weight ratio and composition of impurities are regulated in Circular 08 as follows:
- For bulk imported scrap iron and steel (not contained in containers)
The representative sample is randomly taken from 5 different points in the batch of imported scrap iron and steel (with relatively even spacing between sampling points to ensure representativeness, in shapes such as rectangle, square, triangular pyramid, Z-shape, etc.). The total weight of the representative sample is 100 kg. In case of suspicion that the batch of imported scrap iron and steel does not meet requirements, the inspection agency decides to supplement the representative sample of the batch following the sampling method stipulated in this section, but not more than 03 representative samples.
- For imported scrap iron and steel contained in containers
The quality inspection of imported scrap iron and steel is conducted based on taking and analyzing a representative sample. A representative sample includes one or several random samples mixed together, then 100 kg is taken from the mixed sample batch to serve as the representative sample (weighing 100 kg).
- A random sample is taken from 5 different points in a selected container (with relatively even spacing between sampling points to ensure representativeness, in shapes such as rectangle, square, triangular pyramid, etc.). The weight of one random sample is 100 kg.
- For imported scrap iron and steel batches with less than 05 containers, 01 container is selected to take a random sample, which serves as the representative sample for the batch of imported scrap iron and steel;
- For imported scrap iron and steel batches with from 05 to less than 20 containers, 02 containers are selected to take random samples. The representative sample is the evenly mixed sample of 02 random samples;
- For imported scrap iron and steel batches with 20 or more containers, 10% of the containers are selected to take random samples (the number of random samples is rounded up).
Note, if the number of random samples is less than 10, these samples are mixed together to form one representative sample. If the number of random samples is more than 10, for every 10 random samples, they are evenly mixed to form a representative sample; the remaining odd number of random samples (if any) are mixed together to form a representative sample. An imported batch of scrap iron and steel may have one or several representative samples.
