According to Circular 05/2024/TT-BXD, the sample of documents proving being entities eligible for assistance policies regarding social housing support policies in Vietnam is as follows:

(1) The sample of documents proving being entities eligible for assistance policies regarding social housing support policies in Vietnam is implemented as follows:

- For individuals as stipulated in Clause 1, Article 76 of Housing Law 2023, the document proving being entities eligible for assistance policies regarding social housing support policies is a certified copy of the document proving the individual is a person with meritorious service to the revolution or a certified copy of the certificate of next of kin of martyrs, in accordance with the Ordinance on Preferences for Persons with Meritorious Services to the Revolution.

- For individuals as stipulated in Clauses 2, 3, and 4, Article 76 of Housing Law 2023, the document proving being entities eligible for assistance policies regarding social housing support policies is a certified copy of the certificate of a poor or near-poverty household, as regulated.

- For individuals as stipulated in Clauses 5, 6, 8, 9, 10, and 11, Article 76 of Housing Law 2023, implementation follows Form No. 01 in Appendix I issued with Circular 05/2024/TT-BXD.

- The template for documents proving eligibility for individuals as stipulated in Clause 7, Article 76 of Housing Law 2023 follows the guidance of the Minister of National Defense and the Minister of Public Security.

(2) Agencies, units, enterprises are responsible for confirming the eligibility documents for the following cases in Vietnam:

- Low-income individuals in urban areas (in cases with an employment contract).

- Workers employed by enterprises, cooperatives, and cooperative unions both inside and outside industrial zones.

- Officials and public employees according to the regulations of law concerning officials and public employees.

(3) The agency managing official residence housing is responsible for confirming the eligibility documents for individuals who have returned official residence housing.

(4) Universities, academies, colleges, vocational training schools, specialized schools according to law regulations; public boarding schools for ethnic minorities are responsible for confirming the eligibility documents for students studying at the education and training institution they manage.

Eligibility for social housing support policies in Vietnam

According to Articles 29 and 30 of Decree 100/2024/ND-CP stipulating eligibility for social housing support policies:

Conditions Regarding Housing

(1) In cases where individuals do not have housing ownership, eligibility is determined when the individuals stipulated in Clause 1, Article 77 of Housing Law 2023 and their spouse (if any) do not have their name on the Certificate of Land Use Rights, Ownership of House and Other Assets Attached to Land in the province or city directly under the central government where the social housing project is located at the time of submitting the application for purchasing or renting social housing.

Within 07 days from the date of receiving the application requesting confirmation of having a name on the Certificate of Land Use Rights, Ownership of House and Other Assets Attached to Land, the District-level Land Registration Office/Branch in the province or city directly under the central government where the social housing project is located must confirm this eligibility as stipulated.

(2) In cases where individuals as stipulated in Clause 1, Article 77 of Housing Law 2023 have their own housing but the average housing area per person is less than 15 square meters/person. The average housing area per person stipulated herein includes: the applicant, their spouse, their parents (if any), and their children (if any) who have permanent residence registration at that house.

Within 07 days from the date of receiving the application requesting confirmation of the average housing area per person, the Commune-level People's Committee must confirm this stipulation.

Conditions Regarding Income

(1) For individuals stipulated in Clauses 5, 6, and 8, Article 76 of Housing Law 2023, they must meet the following income conditions:

- In cases where the applicant is single, the monthly actual income must not exceed 15 million VND according to the wage and salary table confirmed by the agency, unit, or enterprise where the individual works.

In cases where the applicant is married according to law, the total monthly actual income of the applicant and their spouse must not exceed 30 million VND according to the wage and salary table confirmed by the agency, unit, or enterprise where the individual works.

- The time to determine the income condition is within 01 consecutive year from the time the individual stipulated herein submits a valid application to the investor to register for purchasing or renting social housing.

(2) In cases where the individual stipulated in Clause 5, Article 76 of Housing Law 2023 does not have an employment contract, if single, the monthly actual income must not exceed 15 million VND. If married according to law, the total monthly actual income of the applicant and their spouse must not exceed 30 million VND. Within 07 days from the date of receiving the application requesting income confirmation, the Commune-level People's Committee must confirm the income condition within 01 consecutive year from the time the individual stipulated herein submits a valid application to the investor to register for purchasing or renting social housing.

(3) For individuals stipulated in Clauses 2, 3, and 4, Article 76 of Housing Law 2023, they must meet the conditions of being in a poor or near-poor household according to the poverty standards of the Government of Vietnam.

(4) For individuals stipulated in Clause 7, Article 76 of Housing Law 2023, the income condition applies as regulated in Article 67 of Decree 100/2024/ND-CP.
