Sample Guidance on Submitting Information Report on Explosive Ordnance Risk Mitigation to VNMAC

Recently, the Minister of National Defense signed and issued Circular 195/2019/TT-BQP detailing certain articles and measures for the implementation of Decree 18/2019/ND-CP dated February 1, 2019, by the Government of Vietnam concerning the management and execution of post-war bomb and explosive remnants clearance activities.

According to Article 22 of Circular 195/2019/TT-BQP, organizations and units conducting unexploded ordnance clearance are required to submit a report to the provincial-level local military agency where the activities are carried out, the Engineering Command, and VNMAC before the 15th of the last month of each quarter, in writing and via email, following the template specified in the Vietnamese Standard TCVN 10299-10:2014 Part 10: Collection, Processing, Storage, and Provision of Information issued with Decision 441/QD-BKHCN dated March 17, 2014, by the Ministry of Science and Technology.

The provincial-level local military agency shall submit reports on unexploded ordnance clearance outcomes to VNMAC, the Regional Command, and the Engineering Command by June 25 and December 25 annually as follows:

- Results of projects, items, and missions of investigation, survey, and clearance of unexploded ordnance in the local area according to Form No. 01 in Appendix III issued with this Circular;

- Information on accidents and incidents caused by unexploded ordnance according to Form No. 02 in Appendix III issued with this Circular;

- Information on any missed unexploded ordnance incidents post-clearance according to Form No. 03 in Appendix III issued with this Circular;

- Information on suspected unexploded ordnance contaminated areas according to Form No. 04 in Appendix III issued with this Circular;

- Information on confirmed contaminated areas according to Form No. 05 in Appendix III issued with this Circular.
