On August 23, 2017, the Ministry of National Defense issued Circular 208/2017/TT-BQP stipulating specific regulations on salary transition for officers selected as professional soldiers.
Circular 208 stipulates that based on the new technical positions and titles to be taken on, and the current salary coefficient of military rank or salary increase of the officer being enjoyed, the officer will be converted to the professional military personnel salary coefficient as per regulations.
In the case of officers being selected as professional military personnel where the professional military personnel salary coefficient is lower than the military rank salary coefficient or the officer’s salary increase, the difference between the military rank salary or the officer’s salary increase and the professional military personnel salary coefficient will be preserved. This preserved difference will be enjoyed for the entire remaining duration of the professional military personnel’s service and will continue to receive seniority allowances beyond the salary scale as per regulations.
The timeframe for considering the next salary grade increase for professional military personnel is calculated from the month and year when the decision to promote the officer’s military rank or salary increase was signed.
For officers at the Colonel and Captain levels who have had at least 3 years (36 months) at one military rank or salary increase for the first or second time and meet the standards for a salary grade increase, they will be considered for a professional military personnel salary increase as per regulations.
Below is a specific example:
- Example: Comrade B is an officer with the rank of Captain, and in July 2014, received a salary increase for the first time. By September 2017, comrade B was selected as professional military personnel and took on a position in Senior Type Group 1. Comrade B’s professional military personnel salary is converted as follows:
The rank of Captain with a first-time salary increase has a salary coefficient of 5.80; converted to Senior Type Group 1 Level 7, with a salary coefficient of 5.95 as stipulated in Appendix 1 issued with this Circular.
From July 2014 to the end of August 2017, comrade B maintained the first-time salary increase at the Captain level for 38 months. Therefore, comrade B is eligible for one salary grade increase (up to Level 8) with a salary coefficient of 6.30 in the professional military personnel salary table, and the next time for considering a salary grade increase for professional military personnel is calculated from July 2017.
