Salaries, Allowances, Housing, and Working Conditions for Active Duty Officers

On June 03, 2008, the National Assembly promulgated the amended Law on Officers of the Vietnam People's Army 2008. One of the notable amendments in this Law compared to the Law on Officers of the Vietnam People's Army 1999 is the provision on salaries, allowances, housing, and working conditions for active-duty officers.

To be specific, according to the provisions of Clause 10, Article 1 of the Law on Officers of the Vietnam People's Army amended in 2008, regulations on salary, allowance, housing, and working conditions for active-duty officers in Article 31 of the Law on Officers of the Vietnam People's Army 1999 are amended as follows:

  1. The salary and allowance regime is regulated by the Government of Vietnam; the salary scale of officers is based on military rank and position, suitable to the nature and tasks of the army as a specialized labor sector; seniority is calculated according to the current salary level and time served in active duty. Officers enjoy allowances and benefits similar to officials with the same working conditions, with military-specific allowances and benefits;

  2. Officers who meet the standards and are up for promotion but have reached the highest rank for their current position or have been at the Colonel rank or General rank for 4 years or more without being promoted will receive a salary increase according to the officer salary policies;

  3. If holding multiple positions at the same time, the officer will receive the benefits of the highest position and concurrent leadership position allowance as stipulated by law;

  4. If assigned to a position lower than the current one according to the provisions of point a, clause 3, Article 21 of this Law, the officer will retain the benefits of the previous position;

  5. When there is a decision to dismiss the officer from their position, they will receive the benefits according to the new position;

  6. Conditions to fulfill duties are guaranteed as per regulations of the Minister of National Defense;

  7. Housing and household registration are ensured according to the regulations of the Government of Vietnam.
