Circular 20/2018/TT-BGTVT stipulating information, instructions, customer service equipment, and safety equipment on railway transportation vehicles was issued on April 26, 2018. Notably, it specifies the mandatory safety equipment that must be present on railway transportation vehicles.
To be specific, according to the provisions in Chapter III of Circular 20/2018/TT-BGTVT, these safety devices include:
1. Safety equipment on national railway transportation vehicles- Locomotives, railway-specific power vehicles must have a speedometer, speed and train data recording device, and an anti-sleep device.- Railway-specific power vehicles used for rescue and bridge, railway construction with a design speed of Vmax ≤ 40km/h or a maximum operational speed of Vmax ≤ 30km/h (according to the published train speed command) are not required to install speed and train data recording devices or anti-sleep devices.- On locomotives, railway-specific power vehicles must have fire alarm and firefighting equipment according to the legal regulations on fire prevention and firefighting.- Passenger coaches must have emergency brake valves with sealed lead clips and pressure gauges within the inspection period.- On freight trains without a train conductor's coach, a rear train signal device must be equipped as prescribed.- The train must be equipped with chocks (metal or wood), railway-specific flares, colored light signals, and necessary handheld signals.- At the work position of the train conductor, the following functioning devices must be installed:- Emergency brake valve with sealed lead clip;- Pressure gauge within the inspection period;- Train speed indicator;- Communication device between the conductor and the driver.
2. Safety equipment on urban railway transportation vehicles- On urban railway coaches of type Mc or Tc, the cab must have at least the following devices: speedometer, Automatic Train Protection (ATP) device, Automatic Warning System (AWS) device, speed and train data recording device, and anti-sleep device. The exterior of the control coach should be equipped with surveillance cameras (CCTV).- In the passenger compartment of urban railway coaches, there must be at least the following devices: emergency alert device for the driver, emergency door release device, emergency brake pull handle, alarm horn, fire detection and alarm devices, surveillance cameras (CCTV), and communication device between passengers and the driver when needed.- For railway-specific power vehicles utilized for rescue and bridge, railway construction with a design speed of Vmax ≤ 30km/h or a maximum operational speed of Vmax ≤ 25km/h (according to the published train speed command), speed and train data recording devices and anti-sleep devices are not required.
3. Safety equipment on specialized railway vehicles- Locomotives must have a speedometer, speed and train data recording device, and an anti-sleep device.- Shunting locomotives, locomotives with a design speed of Vmax ≤ 30km/h or a maximum operational speed of Vmax ≤ 25km/h (according to the published train speed command), operating in railway sections of less than 30km in length, are not required to install speed and train data recording devices.- In cases where freight trains have a maximum operational speed of Vmax ≤ 25km/h (according to the published train speed command) and operate in railway sections of less than 30km in length, it is not necessary to install a rear train signal device, but measures to monitor the brake tube pressure at the last coach must be in place.- The train must be equipped with chocks (metal or wood), railway-specific flares, colored light signals, and necessary handheld signals.- Locomotives must have fire alarm and firefighting equipment according to the legal regulations on fire prevention and firefighting.
