On May 29, 2017, the Ministry of National Defense issued Circular 142/2017/TT-BQP to specifically regulate the safety and sanitation network within the Ministry of National Defense.
Circular 142 stipulates that the safety and hygiene officer network is organized at grassroots units directly involved in labor and production. Each team, shift, or production group must assign at least one dedicated or part-time safety and hygiene officer. Specifically:
- The safety and hygiene officer is a direct laborer, knowledgeable in labor safety and hygiene techniques; voluntary and exemplary in complying with labor safety and hygiene regulations and elected by the laborers in the team;- Unit commanders are responsible for deciding to establish the safety and hygiene officer network and issuing the operational regulations of this network after reaching an agreement with the grassroots trade union executive committee, the soldiers' council, or the labor representatives’ organization;- Unit commanders have the responsibility to cooperate with the grassroots trade union executive committee, the soldiers' council, or the labor representatives’ organization to facilitate the activities of the safety and hygiene officer network and to provide both material and spiritual encouragement for the effective functioning of the network;- The safety and hygiene officers operate under the management and guidance of the grassroots trade union executive committee, the soldiers' council, or the labor representatives’ organization, based on the operational regulations of the safety and hygiene officer network.
