Decision 841/QD-TTg in 2023 on the roadmap for the implementation of Vietnam's sustainable development Targets until 2030, issued by the Prime Minister of Vietnam.
Target 1: End all forms of poverty everywhere in Vietnam
**Target 1.1: By 2020, eliminate extreme poverty for all, everywhere, using a poverty line with per capita income less than US$1.25 in purchasing power parity (2005 prices)/day ; by 2030, reduce at least half the poverty rate according to national multidimensional poverty criteria (Global Target 1.1 and 1.2)
- Multidimensional poverty rates are as follows:
+ In 2025: Maintain the annual reduction of 1-1.5%
+ In 2030: Maintain annual reduction of 1-1.5%
**Target 1.2: Nationwide implementation of appropriate social protection systems and measures for all, including social protection floor policies, and achieve substantial poverty coverage by 2030 and vulnerable people (Global Target 1.3)
- Percentage of labor force in the age group participating in social insurance:
+ 2025: 45%;
+ In 2030: 60%.
- Percentage of labor force in the age group participating in unemployment insurance:
+ 2025: 35%;
+ In 2030: 45%.
- Number of people receiving monthly social support in the community:
+ By 2025: 3.5% of the population;
+ By 2030: 4% of the population.
- Number of people receiving unexpected social support:
+ By 2025: 100% of people need urgent help
+ By 2030: 100% of people need urgent help
Target 2: Eliminate hunger, ensure food security, improve nutrition, and promote sustainable agricultural development. in Vietnam
**Target 2.1: By 2030, end hunger and ensure that all, especially the poor and vulnerable, including the elderly and infants, have access to safe, nutritious, and adequate food year round (Global Target 2.1)
- Percentage of households with severe and moderate food insecurity
+ By 2025: Reduce less than 8% (mountainous areas below 25%)
+ By 2030: Reduce less than 5% (mountainous areas below 20%)
Objective 2.2: By 2030, reduce all forms of malnutrition, meet the nutritional needs of children, adolescent girls, pregnant and lactating women, and the elderly (Global Target 2.2)
- Percentage of children under 5 years old:
+ Malnutrition and stunting: In 2025 <17%; 2030: <15%
+ Malnutrition and emaciation: <5% in 2025; 2030: <3%
Overweight and obesity: Maintain <10%
++ Rural: <7%
++ Urban: <11%
**Target 2.3: By 2030, increase labor productivity in agriculture by 1.5 times and incomes of agricultural workers (Global Target 2.3)
- Per capita income in rural areas
+ 2025: Increase at least 1.5 times compared to 2020
+ In 2030: Increase more than 2.5–3 times compared to 2020
**Target 2.4: By 2030, ensure sustainable food production and adopt resilient agricultural production methods that increase productivity and output, maintain ecosystems, strengthen resilience to climate change and other disasters, and gradually improve land quality (Global Target 2.4)
- Area under cultivation of crops (rice, vegetables, fruits, coffee, tea) certified for good agricultural practice (VietGAP) or equivalent: Maintain an annual increase of 10–15%.
- Aquaculture area certified for good agricultural practice (VietGAP) or equivalent: Maintain an annual increase of 8%
