The roadmap for salary reform for officials and public employees from 2019 to 2030 is as follows:
- 2019: Apply a new statutory pay rate for officials and public employees and armed forces of 1,490,000 VND/month from July 1, 2019. (Increase of 100,000 VND/month compared to before).
- 2021: Implement new salary policies based on job position, title, and leadership duties uniformly for officials and public employees, armed forces across the entire political system. The lowest salary of officials and public employees equals the average minimum wage of the enterprise sector's regions.
- 2025: Adjust the salary of officials and public employees in accordance with the consumer price index, economic growth rate, and the state budget's capacity. The lowest salary of officials and public employees higher than the average minimum wage of the enterprise sector's regions.
- 2030: Adjust the salary of officials and public employees in line with the consumer price index, economic growth rate, and the state budget's capacity. The lowest salary of officials and public employees equals or exceeds the minimum wage of the highest region of the enterprise sector.
Thus, according to this roadmap, by 2030, the lowest salary for officials and public employees will equal or exceed the minimum wage of workers in enterprises in the highest region (Region I), thereby significantly improving the living standards of officials and public employees.
