The Prime Minister of Vietnam has issued a National Plan on management and elimination of ozone-depleting substances and controlled greenhouse gases.

On June 11, 2024, the Prime Minister issued Decision 496/QD-TTg on the National Plan for managing and eliminating ozone-depleting substances and controlled greenhouse gases in Vietnam.

Specifically, the roadmap for implementing the National Plan for managing and eliminating ozone-depleting substances and controlled greenhouse gases

* Roadmap for managing and eliminating HCFC and HFC substances:

(1) For HCFC substances:

- By December 31, 2024: reduce consumption by 35.0% compared to baseline consumption, corresponding to a national total consumption not exceeding 2,600 tons per year.

- From 2025 to 2030: reduce consumption by 67.5% compared to baseline consumption, corresponding to a national total consumption not exceeding 1,300 tons per year.

- From 2030 to 2040: reduce consumption by 97.5% compared to baseline consumption, corresponding to an average annual national total consumption not exceeding 100 tons per year.

- From January 1, 2040 onwards: reduce consumption by 100% compared to baseline consumption.

(2) For HFC substances: 

- From 2024 to 2029: Consumption should not exceed the baseline consumption, corresponding to a national total consumption not exceeding 14.0 million tons CO2eq.

- From 2029 to 2035: reduce consumption by 10% compared to baseline consumption, corresponding to a national total consumption not exceeding 12.6 million tons CO2eq.

- From 2035 to 2040: reduce consumption by 30% compared to baseline consumption, corresponding to a national total consumption not exceeding 9.8 million tons CO2eq.

- From 2040 to 2045: reduce consumption by 50% compared to baseline consumption, corresponding to a national total consumption not exceeding 7.0 million tons CO2eq.

- From January 1, 2045 onwards: reduce consumption by 80% compared to baseline consumption, corresponding to a national total consumption not exceeding 2.8 million tons CO2eq.

* Roadmap for managing products and equipment containing or manufactured from HCFC and HFC substances based on Global Warming Potential (GWP) values:

- Restrict and aim to eliminate the production and import of fire extinguishing products containing HFC-23 or controlled substances with a GWP greater than 4,000 from 2025 onwards. Eliminate production and imports from 2029 for the following products and equipment:

+ Transportation refrigeration equipment, water chillers containing HCFC-22, HFC-404A, or controlled substances with a GWP greater than 2,100.

+ Commercial refrigeration equipment, industrial refrigeration equipment containing HCFC-22, HFC-507A, HFC-404A, or controlled substances with a GWP greater than 1,800.

+ Heat pumps for hot water production, mobile air conditioners containing HFC-410A, HFC-407C, or controlled substances with a GWP greater than 1,500.

+ Household air conditioners, central air conditioning systems (PAC/VRV/VRF) containing HCFC-22, HFC-410A, HFC-407C, HFC-134a, or controlled substances with a GWP greater than 750.

+ Household refrigeration equipment containing HFC-134a or controlled substances with a GWP greater than 3.

- From 2035, restrict and eliminate the production and import of the following products and equipment:

+ Water chillers, commercial refrigeration equipment, transportation refrigeration equipment containing HFC-410A or controlled substances with a GWP greater than 1,500.

+ Industrial refrigeration equipment, mobile air conditioners containing HFC-410A, HFC-407C, HFC-134a, or controlled substances with a GWP greater than 750.

- From 2040, restrict and eliminate the production and import of the following products and equipment:

+ Transportation refrigeration equipment, commercial refrigeration equipment, water chillers, heat pumps for hot water production containing HFC-134a or controlled substances with a GWP greater than 750.

- By 2045, restrict and eliminate the production and import of the following products and equipment:

+ Household air conditioners, heat pumps for hot water production, water chillers, central air conditioning systems (PAC/VRV/VRF), commercial refrigeration equipment, industrial refrigeration equipment, transportation refrigeration equipment, insulation foam production equipment containing HFC-32 or controlled substances with a GWP greater than 150.

+ Fire extinguishing products, mobile air conditioners containing HFC-32 or controlled substances with a GWP greater than 3.

More details can be found in Decision 496/QD-TTg which comes into force from June 11, 2024.
