The article presents the regulations on road network planning, road infrastructure planning in Vietnam from January 1, 2025. To be specific:

On June 27, 2024, the National Assembly of Vietnam issued the Law on Road 2024.

Road network planning, road infrastructure planning in Vietnam from January 1, 2025

Article 5 of the Law on Road 2024 stipulates road network planning and road infrastructure planning in Vietnam as follows:

- Road network planning is regulated as follows:

+ Road network planning is national sector planning, determining the direction of development, organizing the spatial system of national highways as a basis for orienting the planning of road infrastructure and developing the road network;

+ The formulation, appraisal, approval, and adjustment of road network planning must comply with the provisions of the law on planning and ensure the connection of road transportation with other modes of transport;

+ The Ministry of Transport organizes the formulation of road network planning and submits it to the Prime Minister of Vietnam for approval.

- Road infrastructure planning is regulated as follows:

+ Road infrastructure planning is technical, specialized planning, detailing the road network planning, identifying development options for road works and other road infrastructures by each road route;

+ Road infrastructure planning includes the following main contents: determining the basic route direction, main control points, length, and scale of the road route through each locality and region; initially determining the scale of bridges, tunnels, and ferry stations on the road route; identifying main intersections; options for connecting roads with other modes of transport, connecting with urban systems, economic zones, and industrial zones; identifying land use needs, investment capital needs, and the roadmap for implementing the plan; and solutions for implementing the plan;

+ The Ministry of Transport organizes the formulation of road infrastructure planning and submits it to the Prime Minister of Vietnam for approval.

- The planning period for road infrastructure is 10 years, with a vision of 20 to 30 years.

Road infrastructure planning is periodically reviewed every 5 years to adjust in accordance with economic and social development at each stage and is publicly announced.

- The provincial-level People's Committee organizes the formulation of road development content in the development plans of the transportation network according to the provisions of the planning law and other relevant laws.

Urban road development content is identified in the urban planning according to the provisions of the urban planning law and other relevant laws.

- The planning stipulated in Article 5 of the Law on Road 2024 must ensure the following regulations:

+ Connecting road transport between cities, areas, regions, bus stations;

+ Effectively connecting modes of transport, identifying road routes connecting to international gates, main gates, railway stations, airports, seaports, inland ports, and inland water ports.

Refer to the Law on Road 2024 which comes into force in Vietnam from January 1, 2025, except as stipulated in Clause 2, Article 85 of the Law on Road 2024.

The 2008 Road Traffic Law as amended and supplemented by several articles under the 2018 Law on Amendments to 37 Laws Related to Planning and the 2019 Law on Prevention and Control of Alcohol Harms will cease to be effective in Vietnam from the date the Law on Road 2024 becomes effective, except as provided in Article 86 of the Law on Road 2024.
