Rights When Awarded the Emulation Title in the Ministry of Culture, Sports and Tourism

Recently, the Minister of Culture, Sports, and Tourism promulgated Circular 07/2019/TT-BVHTTDL guiding the work on emulation and commendation in the fields of Culture, Sports, and Tourism.

According to the regulations in Article 5 of Circular 07/2019/TT-BVHTTDL, individuals and collectives awarded titles of emulation or forms of commendation in the fields of Culture, Sports, and Tourism (hereinafter referred to as Sector) are entitled to the following benefits:

- For collectives: Collectives awarded emulation titles or commendations will be granted a Certificate of Merit, Certificate and monetary reward, or material rewards as stipulated by the laws on emulation and commendation; have the right to keep, display, and utilize the Certificate of Merit, Certificate, or material rewards in official documents and materials of the agency or unit.- For individuals: Individuals awarded emulation titles or commendations will receive a Certificate of Merit, Certificate, and monetary reward, or material rewards as stipulated by the laws on emulation and commendation; be given priority for research, study, work, and training to enhance their professional qualifications, both domestically and internationally; be prioritized, considered, evaluated, planned, appointed, reappointed, and considered for early salary increases according to regulations.

In addition, Circular 07 also stipulates that individuals and collectives awarded emulation titles or commendations have the responsibility to uphold the achieved accomplishments, continue to strive for higher emulation titles and commendations, and preserve the awarded artifacts.

Furthermore, Circular 07/2019/TT-BVHTTDL also lists the entities eligible for emulation and commendation as follows:

First: The entities eligible for emulation include:

- Departments and equivalents, Departments, Divisions, Ministry Inspectorate, Ministry Office- Public service providers, enterprises under the Ministry- Departments of Culture, Sports, and Tourism, Departments of Culture and Sports, Departments of Tourism in provinces and centrally governed cities- District-level Departments of Culture and Information, District-level Cultural and Sports Centers;- Departments, Divisions or equivalents directly under the Departments and equivalents, Departments, Divisions, Ministry Inspectorate, Ministry Office, public service providers, enterprises under the Ministry- Officials and public employees, laborers including officials on probation, indefinite-term contracted employees working in the aforementioned agencies and units.

Second: The entities eligible for commendation include:

- The entities eligible for emulation mentioned above- Associations, unions, professional federations operating in the fields of culture, sports, and tourism;- Distinguished individuals and collectives not belonging to the Sector with outstanding achievements in areas under the State management of the Ministry of Culture, Sports, and Tourism;- Vietnamese individuals and collectives abroad and foreign individuals and collectives who have contributed to the building and development of the Sector.
