Circular 11/2019/TT-BCA of the Ministry of Public Security regulating the statement and provision of information to the press by the People's Public Security of Vietnam will take effect from July 1, 2019.
Rights and responsibilities of Heads in providing information to the Press in Vietnam - Illustrative Image
As stipulated in Article 9 of Circular 11/2019/TT-BCA, the rights and responsibilities of the heads of units under the Ministry, the directors of provincial police departments in communicating and providing information to the press are as follows:
- Directly communicate or authorize a deputy to communicate and provide information to the press in accordance with the provisions of this Circular.
- Be responsible before the Minister of Public Security for the communication and provision of information to the press of their unit, even in cases of authorization to others for communication and provision of information to the press.
- Direct the preparation of information and speaking policies for their unit.
- Provide complete, accurate, and timely information content for communication and provision of information to the press as requested by the Spokesperson of the Ministry of Public Security or the authorized spokesperson of the Ministry of Public Security.
Additionally, Clause 5, Article 9 of Circular 11/2019/TT-BCA also stipulates that the heads of units under the Ministry, the directors of provincial police departments direct the inspection, conclusion of the matter, promptly respond or provide information to the press; and simultaneously report to the Minister of Public Security in two cases:
- When complex incidents related to security and order occur in their unit or locality, initial information needs to be provided to the press immediately;
- When the press reflects indications of violations by officers or soldiers under their unit or locality’s management.
