Rights and obligations of the Communist Party of Vietnam's agencies and public service providers

In Article 6 of Decree 165/2017/ND-CP, the rights and obligations of the Communist Party of Vietnam's agencies and public service providers assigned to manage and use property are prescribed as follows:

1. The Communist Party of Vietnam's agencies and public service providers assigned to manage and use property have the following rights:

- Use property to serve activities according to assigned functions and tasks;

- Implement measures to protect, exploit, and effectively use assigned property according to prescribed policies;

- Have their legitimate rights and interests protected by the State;

- File complaints and initiate lawsuits in accordance with the law;

- Other rights as prescribed by law.

2. The Communist Party of Vietnam's agencies and public service providers assigned to manage and use property have the following obligations:

- Protect and use property for the right purposes, standards, quotas, and policies; ensure efficiency and savings;

- Prepare and manage property records, property accounting, inventory, and re-evaluate property as prescribed by the Law on Management and Use of Public property, this Decree, and accounting law;

- Report and disclose property as required;

- Perform financial obligations in property use as prescribed by law;

- Return property to the competent authority when there is a withdrawal decision from the competent authority or authorized person;

- Be subject to supervision and inspection by the Inspection Commission of the Executive Committee and competent state agencies in property management and use according to the law and the Charter of the Communist Party of Vietnam;

- Other obligations as prescribed by law.
