Citizens when file complaints, petitions, or reflections during the citizen reception session of the Ministry of Natural Resources and Environment have the following rights and obligations.

The Ministry of Natural Resources and Environment issued Decision 3009/QD-BTNMT on September 19, 2024, regarding the Internal Rules for Citizen Reception at the Citizen Reception Office of the Ministry of Natural Resources and Environment.
According to the Internal Rules, when arriving at the Citizen Reception Office of the Ministry of Natural Resources and Environment, complainants, denouncers, petitioners, and feedback providers have the following rights:
- Present their complaints, denouncements, petitions, and feedback;
- Receive guidance and explanations related to their complaints, denouncements, petitions, and feedback;
- Lodge complaints and denouncements about unlawful acts of citizen reception officers;
- If not proficient in Vietnamese, they have the right to use an interpreter;
- Other rights according to the legal provisions on complaints and denouncements.
When arriving at the Citizen Reception Office, complainants, denouncers, petitioners, and feedback providers have the following obligations:
- Clearly state their name and address, present identification documents, introductory or authorization papers (if any);
- Strictly adhere to the Internal Rules for Citizen Reception. Comply with the guidance of citizen reception officials and those on duty at the Citizen Reception Office. Maintain proper attitudes and respect towards citizen reception officials;
- Present the issues in a specific and honest manner, providing information and documents related to the complaints, denouncements, petitions, and feedback; sign or mark to confirm the presented content recorded by the citizen reception officers;
- Not misuse the rights to complain, denounce, petition, and provide feedback to distort, defame, incite, disrupt order before and in the Citizen Reception Office or engage in acts that obstruct, threaten, assault, or insult citizen reception officers on duty, Party and State leaders, the Ministry of Natural Resources and Environment, and other participating agencies, organizations, and individuals;
- Not bring weapons, sharp objects, incendiary or explosive materials, narcotics, banners, bulky items, or animals into the Citizen Reception Office;- Not film, photograph, record, or live stream the reception session’s audio or visual without the consent of the citizen reception officers;
- In cases where many people collectively complain, denounce, petition, or provide feedback on the same issue, they must appoint a representative to present the issue according to legal regulations;
- Maintain hygiene, not move or damage the property of the Citizen Reception Office. After working hours, citizens must leave the Citizen Reception Office;
- Be responsible before the law for the content of their complaints, denouncements, petitions, and feedback.
According to Item IV of the Internal Rules, citizens who are not in control of their behavior due to the use of stimulants, or those identified by competent authorities as suffering from mental illness or other diseases leading to the loss or restriction of civil act capacity according to civil law;
- Citizens who disrupt order, threaten, insult organizations, Party leaders, State leaders, reception officers, public servants; obstruct normal operations of the Citizen Reception Office or citizens on duty, or violate the Internal Rules for Citizen Reception.- Citizens who complain or denounce about issues that have been resolved in accordance with policies and laws, inspected, reviewed, and notified in writing by competent state agencies and who have been received, explained, guided but continue to complain, denounce persistently.- Misuse of democratic freedoms, rights to complain, denounce, petition, provide feedback to rally, incite, and provoke others to cause disturbance, distort, defame the Party and State’s guidelines, policies, and laws, and legitimate rights and interests of organizations and individuals.- Other cases as prescribed by law.
