Article 5, Law on Citizen Identification effective from January 1, 2016, stipulates the Rights and Obligations of Citizens regarding Citizen Identification, National Database on Population, and Citizen Identification Database as follows:
1. Citizens have the following rights:
a) To have their personal, family secrets protected in the National Database on Population and the Citizen Identification Database, except in cases of providing information and documents as prescribed by law;
b) To request the citizen identification management agency to update, edit information when the information in the National Database on Population, Citizen Identification Database, or Citizen Identification Card is not available, inaccurate, or has changed according to the provisions of the law;
c) To be issued, exchanged, reissued the Citizen Identification Card in accordance with the provisions of this Law;
d) To use their Citizen Identification Card in transactions, to exercise their rights and legitimate interests as citizens;
e) To lodge complaints, denunciations, and initiate lawsuits as prescribed by law regarding acts violating the law on citizen identification, the National Database on Population, and the Citizen Identification Database.
2. Citizens have the following obligations:
a) To comply with the provisions of this Law and relevant laws;
b) To complete procedures for the issuance, exchange, and reissuance of the Citizen Identification Card as prescribed by this Law;
c) To provide complete, accurate, and timely personal information and documents to be updated into the National Database on Population and the Citizen Identification Database as prescribed by this Law and relevant laws;
d) To present their Citizen Identification Card when requested by a competent person for inspection as prescribed by law;
e) To preserve and keep the issued Citizen Identification Card; in case of loss, promptly report to the citizen identification management agency;
f) To return the Citizen Identification Card to the competent authority in case of exchange, revocation, or temporary seizure of the card as prescribed in Article 23 and Article 28 of this Law.
