On October 2, 2013, the Government of Vietnam issued Decree 112/2013/ND-CP on deportation, temporary detention, escort of violators under administrative regulations and management of foreigners violating Vietnamese law whilst deportation is in progress.

Article 18 of Decree 112/2013/ND-CP stipulates the rights and obligations of administrative detainees in Vietnam as follows:
Detainees have the right to:
- Be informed about the enforcement of the administrative detention;
- Request the detaining authority to notify their family, workplace, or school about their detention according to regulations;
- Be informed of the reasons for detention, the detention period, and the detention place; file complaints regarding the detention;
- Be guaranteed food standards as prescribed in Article 22 of this Decree;
- Receive medical treatment and healthcare in case of illness as prescribed in Article 23 of this Decree.
Detainees have the obligation to:
- Comply strictly with the detention decision, the rules, and regulations of the detention place;
- Adhere to the requirements and orders of the detaining authority and the personnel assigned to manage and secure the detention place;
- Honestly report their law violations and those of others involved;
- Do not bring weapons, explosives, support tools, mobile phones, harmful cultural items, alcohol, and other addictive substances or items that may affect the order and safety of the detention place.
