Revocation of Special Protection Certificate

On May 15, 2018, the Ministry of Public Security issued Circular 14/2018/TT-BCA stipulating the form, management, and use of special protection papers by the security forces.

To be specific, Circular 14 prescribes that the Special Protection Document shall be revoked in the following cases:

- The individual granted the Special Protection Document ceases to perform the protection duty;- The individual granted the Special Protection Document retires, resigns, is transferred, appointed, rotated, seconded, resigns, is dismissed, demoted, or temporarily suspended from duty according to the provisions of the law;- The individual granted the Special Protection Document dies, goes missing, is declared by the court to have lost the capacity for civil acts, or has limited capacity for civil acts;- The individual granted the Special Protection Document is temporarily detained or jailed for investigation, prosecution, trial purposes or violates regulations on using the Special Protection Document;- The Special Protection Document expires.

The revocation of the Special Protection Document must be documented in writing, signed by both the granting and receiving parties.
