Decree 31/2015/ND-CP guiding the Law on Employment 2013 regarding the assessment and issuance of national vocational skill certificates was promulgated on March 24, 2015.

Decree 31/2015/ND-CP on cases of cancellation, revocation of evaluator cards, including:
- The evaluator card is canceled when the cardholder resigns or transfers to another position that is not suitable for participating in the national occupational skill evaluation.
- The evaluator card is revoked when the cardholder commits one of the following violations:
- Falsely declaring the content in the application to be issued an evaluator card;- Not complying with the regulations in the evaluation process issued by the Ministry of Labor - Invalids and Social Affairs when assessing professional and technical knowledge; practical job skills; and occupational safety and hygiene processes of the participants in the national occupational skill evaluation.
Within 15 working days from the date of recognizing that the cardholder has resigned or transferred to another position that is not suitable but still participates in the national occupational skill evaluation or has violated the provisions stated in Clause 2 of this Article, the Ministry of Labor - Invalids and Social Affairs shall issue a decision to cancel or revoke the evaluator card and notify the agency or organization where the evaluator works or resides.
Furthermore, when there is a decision to cancel or revoke the evaluator card, the cardholder must return the card to the occupational skill evaluation organization, or the occupational skill evaluation organization directly retrieves the card to submit to the competent authority issuing the evaluator card.
Note: Officials and public employees who have been issued with evaluator cards and commit violations shall be handled following the regulations of the law on officials and public employees.
