Revocation and Withdrawal Cases of the National Vocational Skills Certificate

Circular 38/2015/TT-BLDTBXH stipulates that national vocational skill certificates that have been issued are canceled, revoked in the following cases:

- Fraudulent content declaration in the application file for issuance, exchange, reissuance of the national vocational skill certificate;- Forging documents included in the application file for issuance, exchange, reissuance of the national vocational skill certificate.

When a violation specified in Clause 1 of this Article is detected, the Minister of Labour - Invalids and Social Affairs shall issue a decision to cancel and revoke the issued national vocational skill certificate.

In addition, the Circular also stipulates the responsibilities of the Ministry of Labour - Invalids and Social Affairs in issuing and managing the issuance of national vocational skill certificates as follows:

- Organize the receipt of application files for issuance, exchange, reissuance of national vocational skill certificates; check, verify and accurately and fully record the contents on the national vocational skill certificate.- Organize the printing and management of the templates for national vocational skill certificates; stipulate reporting forms, professional management books related to the issuance, exchange, reissuance, and delivery of national vocational skill certificates.- Accurately and fully record the contents in professional management books and manage, store professional management books related to the issuance, exchange, reissuance of national vocational skill certificates in accordance with the legal regulations on archival.- Establish a networked information system connecting with vocational skill assessment organizations; build a nationwide data management system on the issuance of national vocational skill certificates and a computerized reporting system suitable to actual conditions, ensuring convenience for processing and searches.- Perform other tasks as stipulated in this Circular.
