According to Decision 1261/QD-TTg, does the Prime Minister request to review, amend and supplement a number of articles of Law on Hydrometeorology for the period 2023 - 2025? – Truong An (Quang Ngai, Vietnam)

Regarding this issue, LawNet would like to answer as follows:
On October 27, 2023, the Prime Minister issued Decision 1261/QD-TTg approving the Scheme "Modernizing the Hydro-Meteorological Industry to 2025 and the Period 2026–2030" (hereinafter referred to as the Scheme) .
Specifically, in the period from 2023 to 2025, for the improvement of mechanisms, policies, and organizational structure in the Scheme "Modernization of the Hydrometeorological Sector Until 2025 and the Period 2026–2030," , the Prime Minister requested:
- Review, amend, and supplement a number of articles of the Law on Hydrometeorology; build and adjust the system of regulations, standards, technical processes, and economic-technical norms related to hydrometeorological activities.
- Develop technical regulations and standards for specialized hydrometeorological station network systems; regulations on integration and synchronization of hydrometeorological data; exploitation, sharing, and use of hydrometeorological data information; and climate change monitoring in strategies, planning, plans and Schemes for socio-economic development at all levels and sectors.
- Strengthen the organizational structure towards streamlining and professionalism, increasing the effectiveness and efficiency of state management of hydrometeorology, and building human resources to meet the strategic requirements of developing the hydrometeorological sector.
In addition, during this period, the Prime Minister also implemented the following specific contents:
- Information technology and digital transformation
+ Upgrade information technology systems, including: enhancing computing and storage capacity; virtualization of information technology infrastructure; storage capacity; incident tracking; and operational control.
+ Deploy essential information security infrastructure to replace old technologies to proactively monitor and respond to information security incidents.
+ Build a national hydrometeorological database linked to other national databases; apply big data technology and artificial intelligence to managing, exploiting, and sharing information and hydrometeorological data.
- Network of national hydro-meteorological monitoring stations and specialized hydro-meteorological monitoring stations
+ Invest in equipment and technology to automatically collect and process data for the network of high-altitude meteorological stations, hydrological stations, and meteorological stations in the Northern Mountainous Region, North Central Region, large urban areas, areas with many reservoirs, offshore islands, and oceanographic station networks.
+ Invest and upgrade the system of inspection and calibration of hydro-meteorological measuring instruments; conduct environmental analysis experiments.
- Hydrometeorological forecasts and warnings
+ Modernize hydrometeorological forecasting and warning technology according to the Hydrometeorological Sector Development Strategy to 2030, with a vision to 2045 approved in Decision 1970/QD-TTg dated November 23, 2021 by the Prime Minister; Focus on developing numerical forecasting, software integrating forecast analysis, and warning tools for large floods, flash floods, and landslides; Improve the quality of forecasts and warnings of heavy rain, especially local heavy rain or heavy rain during thunderstorms.
+ Build databases and tools to support impact forecasting and multi-disaster risk warnings.
+ Update natural disaster risk zoning and create natural disaster warning maps, especially for natural disasters related to storms, storm surges, floods, flash floods, landslides, droughts, and saltwater intrusion, according to Decision 705/QD-TTg dated June 7, 2018 of the Prime Minister.
- Application of science and technology; international cooperation
+ Develop a key ministerial-level science and technology program on hydrometeorology for the period 2026–2030.
+ Develop a mechanism to promote the participation of businesses in researching and applying technologies and technical solutions in the field of hydrometeorology; attract businesses to invest in the field of hydrometeorology.
+ Continue to cooperate with traditional partners and expand bilateral cooperative relations with other countries; undertake and effectively promote the role of the Support Center for Dangerous Weather Forecasting and the Support Center for Flood and Flash Flood Forecasting for the ASEAN region.
