On February 17, 2012, the Government of Vietnam issued Decree 10/2012/ND-CP providing detailed regulations on the implementation of judicial educational measures at commune, ward, commune-level town for juvenile offenders in Vietnam.

According to Article 9 Decree 10/2012/ND-CP, within 07 working days from the date of receiving notification of the organization of educational measures at the commune-level town for juvenile offenders, the commune-level People's Committee, social organizations, schools, and individuals assigned to supervise and educate must summon the individual being educated to organize a meeting at the basic residential unit where the individual resides to review their actions. For individuals under the age of 16, their parents or guardians must be invited to the review meeting. If, after two or more invitations, the parents or guardians are still absent without a legitimate reason, the review meeting will still proceed and the absence of the parents or guardians will be noted in the meeting minutes.
The individual being educated must read their self-assessment report and commit to rectifying their mistakes. If the individual is illiterate, their parents or guardians will read it on their behalf. Attendees of the meeting will analyze the individual's faults, offer constructive feedback, encouragement, and assistance to help them improve. Depending on the individual case, the meeting can be held privately or publicly and may invite representatives from relevant grassroots agencies and organizations such as the Vietnam Fatherland Front Committee, the Ho Chi Minh Communist Youth Union, the Women's Union, the Farmers' Union, the Veterans' Association, the commune-level police, basic residential unit representatives, and the family to attend the meeting.
Additionally, during the period of implementing educational measures at the commune-level town, if the individual being educated does not make any real progress, engages in legal violations, or disregards obligations specified in Article 15 of this Decree despite reminders, but not to the extent that they face criminal responsibility, the commune-level People's Committee or social organizations or school and the assigned supervisor must continue to organize meetings at the basic residential unit to review the individual and adopt appropriate management, education, and assistance measures.
If the individual frequently violates, has undergone three or more reviews and education sessions within twelve months, and continues to violate the law but not to the extent of criminal accountability by the end of the educational period at the commune-level town, the Chairman of the commune-level People's Committee will prepare a dossier, report, and propose that competent authorities apply other administrative handling measures as stipulated by the law on administrative violation handling.
Note: Content from the review meetings must be recorded in minutes, filed in the enforcement dossier, and reported to the criminal judgment-enforcing agency in Vietnam of district-level police.
