Revenue Sources and Budget Expenditures of Hanoi Capital

1. Revenue sources and expenditure tasks of the Hanoi Capital Budget are allocated according to the regulations of the State Budget Law. The Hanoi City People's Committee submits to the City People's Council for decision on the specific allocation of revenue sources and expenditure tasks among the various levels of city budgets (district-level town, district, county, ward, commune-level town, commune) in accordance with the State Budget Law. This is to be in line with the actual situation, economic - social development requirements, and ensure national defense, security, social order, and safety of the City.

2. Annually, based on the budget estimate assigned by the Prime Minister of the Government of Vietnam and guidance from the Ministry of Finance, the Hanoi City People's Committee submits to the City People's Council for decision: the city budget revenue and expenditure estimates; the allocation of revenue and expenditure tasks to each agency and unit under the city-level budget; the supplementary amount from the city budget to the lower-level budgets in line with the requirements for the City's economic - social development; while ensuring the implementation of the general orientation of the state budget.

3. The percentage (%) distribution of revenue shares between the central budget and the city budget is determined by the National Assembly. The percentage (%) distribution of revenue shares between the central budget and the city budget is stable for a period of 5 years, coinciding with the 5-year economic - social development plan period or according to the Resolution of the National Assembly.

Decree 63/2017/ND-CP takes effect from July 5, 2017.
