Circular 29/2017/TT-BGDDT on the regulations for the promotion of public preschool and general education teacher professional titles was promulgated on November 30, 2017.
One of the notable contents in this Circular is the regulation on re-evaluation and resolution of complaints and denunciations in the consideration for promotion in professional titles of public preschool and general education teachers, as stipulated in the Regulations issued with the Circular. To be specific:
- Within 15 working days from the date the Council publicly announces and sends the promotion consideration results to the teachers, the teachers have the right to submit a request for re-evaluation;- Only requests for re-evaluation sent directly or by postal mail to the Promotion Consideration Council are considered and resolved;- The Chairman of the Promotion Consideration Council is responsible for organizing the re-evaluation within 10 working days from the date of receiving the re-evaluation request;- Re-evaluation will not be conducted for requests received after the stipulated time at point a, clause 1 of this Article (counted from the mailing date on the postal stamp if the request is sent by postal mail); interview content will not be re-evaluated;- The Chairman of the Promotion Council decides to establish a Re-evaluation Committee, excluding members who have participated in the Documentation Review Committee and the Examination Committee.
The Re-evaluation Committee performs the task of re-evaluating the documentation and survey papers as specified in Article 3 of Circular 29/2017/TT-BGDDT. In cases where the re-evaluation result differs from the initial score, the Chairman of the Promotion Consideration Council shall arrange a direct dialogue between the initial evaluator and the re-evaluation staff (with minutes recorded) to consider and decide the re-evaluation result;
- The re-evaluation results are consolidated into the promotion consideration results, reported to the Chairman of the Promotion Consideration Council for review and reported to the competent authority for recognition of the consideration results. The Chairman of the Promotion Consideration Council notifies the re-evaluation result to the requester.
2. The resolution of complaints and denunciations before, during, and after the promotion consideration (if any) is conducted by the competent authority organizing the promotion consideration for the teacher's professional titles in accordance with the current regulations.
