Content in Official Dispatch 05/CV-BCDTKNQ18 in 2025 supplements and completes the plan for organizing the specialized agencies under the Provincial and District People's Committees issued by the Steering Committee on the overall summary of the implementation of Resolution 18-NQ/TW of the Government of Vietnam.
The names for the specialized agencies under the Provincial People's Committee are as follows:
Maintain the name Department of Finance after the merger of Planning and Investment Department and Finance Department.
Maintain the name Department of Internal Affairs after the merger of the Labor, Invalids and Social Affairs Department and the Internal Affairs Department.
Maintain the name Department of Construction after the merger of the Department of Transport and the Department of Construction. In the event of the merger of the Department of Planning-Architecture into the Department of Construction, maintain the name Department of Construction.
Maintain the name Department of Science and Technology after the merger of the Information and Communications Department and the Science and Technology Department.
Maintain the name Department of Culture, Sports and Tourism after assuming the state management function of press and publishing from the Information and Communications Department.
Establish the Department of Ethnicity and Religion based on the Ethnic Affairs Department assuming additional functions, duties, and state management apparatus regarding religion from the Internal Affairs Department.

According to Resolution 18-NQ/TW in 2017, the specific task solutions on continuing to innovate, organize the political system's streamlined, effective, and efficient apparatus for local governments are as follows:
- Continue to amend, supplement, and complete the institutional framework for local government construction towards a clearer demarcation of urban, rural, island administrative apparatus and special administrative-economic units; proactively trial in areas with adequate conditions. Research to effectively reduce the number of People's Council deputies at all levels and reduce deputies working in state management agencies; reduce the number of vice chairpersons of the Provincial and District People's Councils in line with functions and tasks, associated with improving quality and operational efficiency to be implemented from the 2021-2026 term.
- Stipulate the framework number of agencies under the Provincial and District People's Councils and Committees and the framework number of deputy heads of these agencies. Based on specific conditions, criteria, and Central framework regulations, local parties lead the organization, arrangement. Review, rearrange the internal organization of the provincial departments and authorities towards streamlining, decisively reduce the number, and reorganize offices, sub-departments, centers, management boards, and public service providers under provincial departments and authorities.
- Review, adjust, and reorganize the apparatus and operational mechanisms of local governments, contributing to promoting administrative reform, especially reforming administrative procedures towards democracy, transparency, professionalism; effectively implement the public administration service center model, one-stop shop mechanism, and inter-agency one-stop shop at all levels.
- Amend and supplement legal documents related to enhancing the effectiveness and efficiency of the commune level administration and frame staff numbers at the commune level accordingly to clarify job positions, title standards, local characteristics, and ensure personnel reduction. Stipulate and uniformly perform the package allowance for non-specialized personnel at commune and village, neighborhood levels.
- Study the issuance of regulations for merging the offices of the Provincial People's Council, the National Assembly Delegation Office, and the People's Committee Office into a unified office for assistance.
- Gradually reorganize, consolidate, and restructure administrative units at district and commune levels that do not meet legal standards; encourage mergers, increase the scale of administrative units across levels in areas with sufficient conditions to enhance management, operation capacity and strengthen local resources. Urgently and decidedly reorganize, merge villages and neighborhoods that do not meet the State standards.
