Results of Implementation of Scientific and Technological Tasks Without Using State Budget in Vietnam

Circular 02/2015/TT-BKHCN specifies in detail the results of implementing Science and Technology tasks not using state budget in Vietnam as follows:

Results of implementing tasks with potential factors affecting national interest, defense, and security

- Results of implementing tasks when applied to create products used in the production, manufacturing, and upgrading of weapons, military equipment; production of destructive weapons, nuclear weapons, biological weapons, chemical weapons, incendiary and explosive materials; support tools, operational equipment.

- Results of implementing tasks when applied to create software for exploiting information and national secret data, products used to monitor and surveil secret information of organizations and individuals.

- Results of implementing tasks related to nuclear reactors; nuclear fuel, nuclear reactor materials, the processing and management of radioactive waste, spent nuclear fuel; technology for uranium enrichment.

- Results of implementing tasks applied to the creation of diving equipment, aerial equipment (manned and unmanned), space equipment.

- Other results of implementing tasks with potential factors affecting national interest, defense, and security as stipulated by law to require appraisal before being applied in production and life.

- Results of implementing tasks in the fields of survey, search, exploration, and exploitation of natural resources.

- Results of implementing tasks when applied to create hazardous waste impacting ecosystems, the environment, and humans.

- Results of implementing tasks used to exploit marine and island environmental resource data.

- Results of implementing tasks when applied requiring the use of national park land, nature reserves; scientific research and experimental forests; upstream protective forests; windbreak and sand stabilization forests.

- Other results of implementing tasks with potential factors affecting the environment as stipulated by law to require appraisal before being applied in production and life.

Results of implementing tasks with potential factors affecting human life and health

- Results of implementing tasks related to the examination, diagnosis, and treatment of diseases.

- Results of implementing tasks related to the production of medicines and vaccines for humans.

- Results of implementing tasks related to genetic modification.

- Results of implementing tasks related to the production of plant protection drugs.

- Other results of implementing tasks with potential factors affecting human life and health as stipulated by law to require appraisal before being applied in production and life.

More details can be found in Circular 02/2015/TT-BKHCN which comes into effect in Vietnam from April 20, 2015.
