Results of grading of Vietnamese officials shall be inspected by competent authorities (illustrative image)

Specifically, Article 29 of Circular 09/2012/TT-BNV stipulates the matters regarding the assessment and grading of Vietnamese officials to be inspected, including:

- The authority and responsibility for assessment and grading of officials;

- The content, sequence, timing, and manner of assessment of officials in the following cases: Annual assessment; assessment before planning, appointment, re-appointment; assessment before the transfer, rotation and upon completion of the rotation, secondment; assessment before sending for training and retraining; assessment before rewarding or disciplining;

- The results of the official grading; notification of the official grading results;

- Other contents regulated in the Annual Official And Public Employee Assessment Regulation issued with Decision 11/1998/QD-TCCP-CCVC dated December 5, 1998 of the Minister, Head of the Governmental Organization and Personnel Committee (now the Minister of Home Affairs); Official And Public Employee Assessment Regulation issued with Decision 286-QD/TW dated February 8, 2010 of the Politburo and other legal regulations on assessment and grading of Vietnamese officials.

In addition, the matters regarding Vietnamese official rewards to be inspected include:

- The authority to propose rewards;

- The assessment of officials before rewarding;

- Satisfaction with the standards of the titles for rewarded officials;

- The procedures, processes, and dossiers for reward proposals; decision on rewarding, and authority to decide on rewarding officials;

- Other matters regulated in the Law on Emulation and Commendation; Decree 42/2010/ND-CP dated April 15, 2010, Decree 39/2012/ND-CP dated April 27, 2012 of the Government of Vietnam; Circular 02/2011/TT-BNV dated January 24, 2011 of the Ministry of Home Affairs and other legal regulations on rewarding Vietnamese officials.
