Recently, the Ministry of National Defense issued Circular 24/2014/TT-BQP stipulating the duties and authorities of agencies and units under the Ministry of National Defense, the military commands of central ministries and sectors regarding national defense and security education; fostering national defense and security knowledge within the Vietnam People's Army.

According to the provisions of Article 19 of Circular 24/2014/TT-BQP, the responsibilities of the Central Military Command Committees are as follows:
Assist the Party executive, Party Committee of the Communist Party, Party leadership delegation, and the head in leadership, direction, management, and organization of the implementation of national defense and security education (GDQPAN); issue or propose competent authorities to issue documents to implement GDQPAN according to legal provisions.
Assist the head in developing plans, directing the implementation of GDQPAN within their authority; direct subordinate agencies to coordinate with the GDQPAN Council at the location of the agency or organization and relevant agencies and organizations to implement GDQPAN within their authority.
Propose to the head to ensure means, facilities, and material for GDQPAN for subordinate agencies, units, and educational institutions; annually prepare, comply with, and finalize the budget for GDQPAN tasks according to legal provisions.
Assist the Party executive, Party Committee of the Communist Party, Party leadership delegation, and the head in inspection, supervision, preliminary and final reviews, commendation, addressing complaints, denunciations, and handling violations regarding GDQPAN within their authority.
Periodically, every six months and annually, report GDQPAN results to the Central GDQPAN Council (through the Standing Agency of the Central GDQPAN Council for consolidation).
For ministries and central authorities that do not have a military command committee, assign concurrent officers to assist the Party executive, Party Committee of the Communist Party, Party leadership delegation, and the head in implementing the provisions in Clauses 1, 2, 3, 4, and 5 of this Article.
