On October 15, 2015, the Ministry of Public Security issued Circular 52/2015/TT-BGTVT concerning regulations on commendations for achievements containing state secrets in the People's Public Security.

Circular 52/2015/TT-BCA stipulates that agencies responsible for emulation and commendation at all levels handling commendations for achievements involving State secrets of Absolute Confidential, Top Secret, Secret levels (hereinafter referred to as achievements involving State secrets) have the following responsibilities:
- Statistic, store, and preserve information, documents, and commendation dossiers involving State secrets in the form of tapes, discs, memory cards, USBs, hard drives; seal, preserve and stamp the level of confidentiality (Absolute Confidential, Top Secret, Secret) on the outside of the carrying case of documents and commendation dossiers involving State secrets in a conformable manner when stored in the form of tapes, discs, memory cards, USBs, hard drives; store into specialized files, define subjects, fields, and stamp the level of confidentiality (Absolute Confidential, Top Secret, Secret) on the outside of the dossier with a detailed statistical list attached.
- Establish secure storage places for documents and commendation dossiers involving State secrets, invest in adequate fire and explosion prevention, and anti-theft equipment and means; use correctly per purpose, securely preserve materials and commendation dossiers involving State secrets in boxes, cabinets, and safes with secure locks.
- Ensure that computers storing information on commendation achievements involving State secrets are placed in rooms with secure locks, with listed regulations clearly guiding the usage and exploitation for individuals responsible for implementing commendations for achievements involving State secrets.
- Perform printing, duplication, photographing, and transmission of electronic materials and commendation dossiers involving State secrets according to the Cipher Law and guiding documents; printing, duplication, and photographing must be done under appropriate authority and clearly record the name of the individual responsible for printing, duplication on the sealed envelope.
- Strictly implement the regime of managing, checking equipment, and storing documents and dossiers before and after handing them over to officers for use; in case of loss of storage equipment or documents and commendation dossiers involving State secrets, report to the competent authority leadership and immediately deploy measures to investigate, limit consequences.
