- Ministries, central authorities, and local authorities shall compile order proposals and independently propose scientific and technological issues that need to be resolved at the national level;- Ministries, central authorities, and local authorities shall select order proposals that meet the order requirements;- For order proposals that do not fall within their management scope and field, they shall send them to ministries, central authorities, and local authorities tasked with management for order consideration and notify the agencies, organizations, and individuals who sent the proposals.
