Recently, the Ministry of National Defense issued Circular 137/2008/TT-BQP providing guidance on the responsibility allowance policy for specialized officers conducting Communist Party inspections in the military in Vietnam.

Circular 137/2008/TT-BQP regulates the responsibility allowance for officials who conduct Communist Party inspections in the military as follows:
- The responsibility allowance is calculated based on the current rank salary, rank grade level plus the leadership position allowance and the out-of-frame seniority allowance (if any), and is determined according to the following formula:
Responsibility allowance | = | General minimum wage | x | Salary coefficient according to current rank, grade level + leadership position allowance coefficient + % (converted to coefficient) of out-of-frame seniority allowance (if any) | x | Responsibility allowance level |
Example: In October 2008, Comrade Lieutenant Colonel Nguyen Van A, approved by the Central Military Commission of the Communist Party, was elected as the Standing Member of the Military Corps Party Committee Inspection Committee (position allowance coefficient = 0.80). Comrade A receives the responsibility allowance as follows:
Responsibility allowance for Comrade A in October 2008 is 591,000 VND/month { = 540,000 x (7.30 + 0.80) x 15%};
- The responsibility allowance is calculated and paid together with the monthly salary and is not used to calculate or receive social insurance benefits or health insurance. When officials cease to be responsible for Communist Party inspection duties from any month, the responsibility allowance policies terminate from the following month.
In cases where officials are eligible for both the responsibility allowance and special or preferential sector allowance policies, only the higher allowance will be provided.
