Recently, the Ministry of Public Security issued Circular 03/2010/TT-BCA stipulating the implementation of democracy in the recruitment and selection of citizens into the People's Public Security of Vietnam, which includes regulations on the responsibility of Public Security units and localities in the process of implementing democracy in preliminary selection and admissions.

Article 4 of Circular 03/2010/TT-BCA stipulates the responsibilities of Vietnam's local police in the admissions as follows:
- Police units and localities must publicly announce via public media and post at the agency headquarters regarding: recruitment announcements, targets, subjects, standards, dossier procedures, and the preliminary and final selection time for various departments, majors, training systems, and educational levels of the People’s Police academies, schools, as well as sending for training at external and foreign institutions so that officers, soldiers, citizens, and students are aware, and can voluntarily register for preliminary selection, exams, or final selection (excluding information under state-secret category); publicly disclose the agency’s phone number and the name of the officer in charge of the recruitment work of the respective police unit or locality.
- Publicly announce fees for preliminary selection, exam registration, exams, final selection, and enrollment as per the regulations of the State and the Ministry of Public Security; provide necessary information (excluding information in the state-secrets category) on annual recruitment to create every condition for officers, soldiers, citizens, and students to register for exams and final selection into People’s Police academies and schools as per their aspirations.
- Local police units with candidates registering for preliminary selection and exams into People’s Police academies and schools must establish a Recruitment Council to organize and direct the recruitment work of the unit or locality. The Recruitment Council must ensure the correct and full composition as prescribed by the Ministry of Public Security and can only convene when at least two-thirds of its members are present. The Recruitment Council works openly, democratically, and decides by majority rule.
- The Personnel Organization Department of the local police units is responsible for assisting the Head of the agency in planning and organizing the recruitment work of the unit; directing, guiding, inspecting, and supervising the preliminary selection and recruitment of subordinate units, district-level police, or equivalent; responsible for receiving, proposing, and directly resolving, handling all questions, complaints, and recommendations of officers, soldiers, citizens, and students regarding the recruitment work of the unit or locality according to regulations.
- Local police units are responsible for notifying the results of the preliminary selection, information on recruitment results, sending exam notifications, exam result certificates, and enrollment notices to candidates within the regulated time; completing enrollment procedures and documents for candidates admitted by the schools according to regulations.
